COMMISSIONERS’ PROCEEDINGS

Commissioners Robert “Pits” DeArmond, Scott Blain, and Bill Bullock, and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
9:00 Treasurer Jane Swanson-Webb met with Commissioners for quarterly Collateral Report. Commissioner DeArmond moved to accept the Treasurer’s Collateral Report; Commissioner Blain seconded; motion carried.
Jane requested permission to advertise for the upcoming vacancy with her retirement in September; Commissioners approved.
9:30 Forrest Mandeville called in for discussion regarding Planning Fee Schedule. There is not currently a fee for Development Permit variance requests. Forrest noted variance fees vary widely from County to County anywhere from $50 to $500. Commissioner Bullock asked if $250 would cover the cost of the Public Hearing and staff time; Forrest agreed it would. Commissioners also discussed increasing Group 1 fee to $50 to better cover staff review time. Forrest believes all other fees are commensurate to staff time and expenses for processing. Commissioner DeArmond moved to add a $250 fee for Development Permit variances and to increase the Group 1 Development Permit fee to $50; Commissioner Blain seconded; motion carried.
Commissioner Blain noted one of his grader operators suggested purchasing other equipment for the shop and not purchasing a motor grader this year. Commissioners discussed ups and downs of taking a shop out of the new motor grader rotation.
10:05 Mary Ellen Mangus met with Commissioners regarding a letter of support for East Rosebud River’s Wild and Scenic Designation.
10:50 Commissioner Blain moved to approve Commissioners Proceedings from March 22, 26, and 29; Commissioner DeArmond seconded; motion carried.
Commissioner Blain moved to approve employee time for April 1 -14; Commissioner DeArmond seconded; motion carried.
