Commissioners Scott Blain and Bill Bullock; Commissioners’ Secretary Barbara Daniel; Deputy Clerk and Recorder Lola Ashby (tele-conference) and Gordon Sirrine (tele-conference) were present.
8:30 Pledge of Allegiance
Commissioner Bullock shared that the Roberts Water-Sewer District may need to survey residences and provide economic data for the Community Development Block Grant.
Commissioner Blain reported that he will be sitting in on the Yellowstone County Economic Response and Recovery Team meeting today, since 40% of Carbon County’s workforce works outside of the County. The Team was established to support and sustain local businesses during COVID-19’s significant economic distress and provide a business “restart” strategy for the community.
9:25 Meeting closed to discuss a personnel issue.
9:30 Gordon Sirrine rejoined the meeting for the City of Red Lodge regular update provided by Mayor Bill Larson (via tele-conference) who expressed appreciation to County Health Officer Bill George, MD. Dr. George spoke to city staff about COVID-19 mitigation measures in the workplace. The City is ordering temperature-guns to monitor employee health. Discussion regarding travel restrictions and economic recovery.
Commissioner Bullock moved to approve Commissioner Proceedings for March 12, March 16, and March 17, 2020; Commissioner Blain seconded; motion carried.
10:00 Administrative Officer Angela Newell joined the meeting. County Attorney Alex Nixon joined via teleconference for the weekly meeting but had nothing new to report or discuss.
10:45 Meeting closed to discuss a personnel issue.
10:55 Meeting reopened. Newell reported that she met with Brent Moore of Interstate Engineering to discuss the Capital Improvement Plan draft. Capital projects beyond the 2020-2021 Fiscal Year still need to be fleshed out and they hope this can be done in the preliminary budgeting process. Newell and Moore will have a standing appointment to further the Plan for adoption parallel to final budget adoption in September.
Discussion about which stakeholders throughout the County might be best to help advise on economic response and recovery within the County regarding COVID-19.
Commissioners agreed that starting Sunday April 26th, leave provisions related to COVID-19 will be defaulting to the Families First Coronavirus Response Act. Commissioners will wait to consider allowing employees to accrue negative leave balances.
11:30 Commissioner Bullock moved to approve Resolution 2020-14 Requesting Distribution of Local Government Road Construction and Maintenance Match Program Funds. These funds will be used for a pavement replacement project on Clear Creek Rd. Commissioner Blain seconded; motion carried.
