COMMISSIONERS’ PROCEEDINGS
April 18, 2019
Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Commissioner Bullock moved to adopt Resolution 2019-04 to Establish Salaries-Elected Officials 2019-2020 Budget Year; Commissioner DeArmond seconded; motion carried.
9:50 Angela Newell left to meet with Sheriff McQuillan regarding IT issues.
10:00 Contract civil attorney Jacque Papez met with Commissioners. Monica Plecker, a resident of the Dot Calm Subdivision, has raised an issue about wells being drilled in the subdivision without DEQ approval, or County commentary. The subdivision was originally approved with only cisterns. After listening to the issue, it was decided that this should be referred to Sanitarian and County Attorney to draft a cease and desist order for stopping the drilling until the DEQ process is followed, a permit is issued, and County had the opportunity to comment. Commissioner Blain called Sanitarian in Training Courtney Lynde and left a message. Commissioners DeArmond and Bullock will meet with her this afternoon.
10:45 Angela Newell rejoined the meeting.
11:00 Steve Keebler and Mary Hyvonen from the Roberts Water and Sewer District board and Maria Jackson, and Craig Erickson from GreatWest Engineering via conference call met with Commissioners regarding the Roberts Water and Sewer CDBG Public Facilities Grant. The grant has been awarded and the district is wrapping up its rural development loan application. As GreatWest is no longer the county’s on-call engineer there is a question about who will be administering the grant. Commissioners believe it would be appropriate to enter into an interlocal agreement with the district to allow them to administer the grant with GreatWest Engineering to preserve internal knowledge of the project
