COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Clerk & Recorder Christine Stovall were present.
8:30 Pledge of Allegiance.
Tom Kohley met with Commissioners regarding headsets for the road crew dozer operators for better communications during fires. Tom also noted DNRC will pay on-call time for the road crew this summer. Tom had also been requested to check into a better filter system for the equipment used on fires.
9:00 Annie Gillespie Deputy DES Coord. / Fair Secretary / and Floodplain Manager met with commissioners for her monthly update. Tom Kohley was also present. Annie presented notes regarding her floodplain work, DES update, and Fair Board (attached).
9:30 Clerk & Recorder Christine Stovall met with Commissioners regarding the possibility of adding a part-time employee to her office to backfill the records preservation clerk position that has been overtaken by election functions. Christine noted the office still has significant re-indexing to do from when electronic records were imported over from DOS programs. She also noted additional preservation projects including preserving road books. Christine also noted she and Lola plan to retire in the next 3-4 years; looking forward it would be beneficial to have additional staff to train to help preserve departmental knowledge. Commissioner Bullock agreed that a full-time employee may be more appropriate and give better coverage for the Clerk and Recorder’s Office and assistance and backup they provide to the Commissioners and Administrative Officer. Commissioners agreed that it was probably easiest to fund the position under the Clerk and Recorder’s budget.
Commissioner Bullock moved to approve Commissioners Proceedings from March 28, 2019; Commissioner DeArmond seconded; motion carried.
10:00 County Attorney Alex Nixon and Deputy Shannon Foley met with Commissioners for their regular meeting. Commissioners discussed the issues of wells being drilled without proper approval in the Dot Calm subdivision; well drilling has stopped but will need to follow-up at meeting on Monday. Commissioners and attorneys discussed the jail meeting with Stillwater County scheduled for May 6th. Alex noted it would be beneficial to have an interlocal agreement regarding contributions from surrounding counties if the County moves forward.
Shannon noted there has been an indigent death. The decedent may be some funds in an account to assist in covering the burial costs. Shannon noted this will be a good case to better establish formal process for indigent burials with the new District Court Judge.
Commissioners approved asset disposal requests for Clerk and Recorder Contex Scanner Toucan G25 to auction, and for recycling the connect phone system switch and 2 computers in the Treasurer’s office (tag numbers GcTTH02 & GB5QDZ1)
