Commissioners Scott Blain and Bill Bullock; Administrative Officer Angela Newell; Deputy Clerk and Recorder Lola Ashby; Commissioners’ Secretary Barbara Daniel; and Gordon Sirrine (tele-conference) were present.
8:30 Pledge of Allegiance.
Discussion about vacant Road Crew position. Interviews will be conducted next week; Commercial Driver’s License will be required.
Discussion about using Wind Impact Fee funds to purchase gravel for Railbed Road leading to Pryor Mountain Wind Farm. Newell noted the purchase of gravel was included in the Wind Impact Fee use Resolution, but impacts to the road during the Wind Farm construction are the responsibility of PacifiCorp.
Commissioner Bullock moved to approve the Justice Court End of Period Disbursement for March 2020; Commissioner Blain seconded; motion carried.
9:25 Red Lodge City Council President Dave Westwood tele-conferenced into the meeting to update Commissioners on upcoming meetings. 9:30 Westwood departed the meeting.
9:30 Red Lodge Chief of Police Jason Wells teleconferenced in to the meeting and reported a few violations of Governor Bullock’s COVID-19 directive temporarily closing establishments but that otherwise things were good. 9:35 Wells departed the meeting.
10:00 Commissioners tele-conferenced into the COVID-19 Incident Management Team Facebook Live event/update. Sirrine and Ashby departed the meeting.

10:15 Phil Mankin, Realtor for Norman and Geraldine Stevens, joined the meeting to provide edits to the Buy-Sell Agreement for the proposed Detention Facility property.

Commissioner Bullock moved to award the Computer-Aided Dispatch System RFP to CentralSquare for the amount of $299,712 for the equipment and first year of maintenance; Commissioner Blain seconded; discussion about the extensive review conducted by Deputy Carrington and that Bart Langemeier of Bank of Red Lodge offered the most favorable loan financing; motion carried.
