COMMISSIONERS’ PROCEEDINGS

August 1, 2016

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance

9:00 Road and Bridge Superintendent David Ohnstad discussed proposed resolutions establishing equipment and employee salary rates. Commissioner Grewell moved to adopt Resolutions 2016-15 to adopt Carbon County Equipment and Resolution 2016-16 to adopt Road & Bridge Personnel Rates for 2016-2017; Commissioner Tucker seconded; motion carried.

David also noted that a claim has been filed with Allstate Insurance for damage done to a guard rail on Homestead Road Bridge. He also discussed the estimated cost to install and remove a temporary bridge and detour for the Red Lodge Creek Road Bridge replacement project.

10:00 Sanitarian Josh Juarez met with Commissioners for his monthly update. Josh noted that septic applications have been up although he has not had a lot of inspections because of the weather. Josh noted he has been asked about floodplain issues in Bearcreek. As an incorporated town, Bearcreek has its own jurisdiction and not part of the County’s Floodplain program; Josh is not aware of who their floodplain coordinator is. Josh is working with landowners on East Rosebud Road who are building a home. It was discovered that the building site is in the floodplain when they applied for their septic permit. Josh noted he has spent quite a bit of time on food vendor inspections.

10:45 Commissioner Grewell moved resolutions 2016-17 Prosecutorial Assistance in the matter of State v. ZRW; Commissioner Tucker seconded; motion carried.

County Attorney Alex Nixon met with Commissioners to request early check run for invoice to City of New York medical examiner. Commissioners approved.

11:00 Commissioner Tucker moved to approve request from Justice of Peace Kevin Nichols to add a Part-Time Court Clerk position for 8 hours a week or 416 hours a year at the probationary clerk rate of $16.85/hour; Commissioner Grewell seconded; motion carried.
