Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed email correspondence from Denise Rivette from Silverlining Enterprises. Commissioners would like to make it clear that Rivette does not represent the County. With the detention facility vote failing, Commissioners would like to rescind the ARPA funding to Silverlining Enterprises for detention related mental health services. Commissioners will revisit ARPA funding this afternoon.
9:00 Public Health Transition Planning. Carbon County News (CCN) Editor Alistair Baker; Jeff Frey and Jessica Kinzley of SLC Health, Shane Swandal, Disaster and Emergency Services (DES) Coordinator Cyrina Allen; and Mike Creeden were present. Bullock gave update regarding the hiring process; Erin Cross has accepted the County’s offer and will be starting later in the month as the Public Health Coordinator. SLC is concerned about continuity of contact tracing; Fry asked if there was assistance they could provide including staff assistance for contact tracing. Kinzley requested the County makes expectations of health care facilities clear. Jessica is only FTE RN, there would be significant duties to be added, but can’t take on duties for whole county. Bullock also asked if SLC is available to provide contract services for medical direction.
Miller moved to accept Commissioners’ Proceedings for July 1, 2021; Blain seconded; motion carried.
Blain moved to accept Claims for July 2021, Miller seconded, motion carried.
Miller noted the Bridger Senior construction project is coming along.

Discussion regarding motor grader bids and warranty length.

Blain moved to approve the Agreement with Riverstone Health for WIC Service; Bullock seconded; motion carried.

10:20 Contract Deputy County Attorney Jacque Papez met with Commissioners regarding Industrial Communications and Electronics settlement agreement; the agreement language has been finalized and Bullock signed

12:00 Lunch

1:00 Commissioners’ Work Session – ARPA Funding. Interstate Engineering Brent Moore and CCN Alistair Baker joined the meeting for the ARPA funding allocation discussion. Commissioners discussed eliminating match requirement for Edgar sewer. Commissioners have been approached by Red Lodge Pool committee seeking funding to rebuild the pool. Discussion how the City pool fits ARPA funding categories such as tourism impacted industries. Commissioners would like more guidance regarding funding the pool (total 2.7M), and would consider a grant if it is an allowable use.

Discussion with Moore regarding updating bridge inventory spreadsheet.

Miller moved to withdraw grant award from Silverlining Enterprises for a Trauma Informed Mental-Health Experience for the Detention Center Upgrade; Bullock seconded; motion carried.

Discussion regarding janitor staffing. Commissioners would like to advertise for the janitor assistant position and then place an internal posting for the janitor duties.

Discussion regarding Court House and ongoing issues with the building’s inadequacies. Discussion about options for building improvements; Commissioners are hesitant to sink more money into the dilapidated building. Commissioners discussed having a Detention Election debrief this fall in November or December and discuss options with Sheriff McQuillan, SLATE Architecture, and Hulteng CCM.
