Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed the sale of Cedarwood Villa. Miller is in contact with the owner and will get access for a tour with County Architects to determine if the County would like to make an offer on the facility.
Discussed Joliet asphalt project next week on the Joliet Fromberg Road. It was noted an excavator has been rented to replace the Volvo that was damaged in the flood.
9:00 Melissa Oswald met with Commissioners to discuss the Fair Budget. Oswald presented a request to transfer unspent line to the Fair Capital Fund. Blain moved to approve the transfer request; Miller seconded; motion carried. Boggio welding and Fabrication was prepaid for materials and labor to repair panels for the arena, but didn’t order materials until too close to fair to get the work done. Commissioners recommended sending a letter with a 9/15 walkthrough and a 9/30 completion date. Discussed Fair catalogues; Oswald noted people like the catalogue, but things were done too last minute this year for it to be effective. Discussed petitioners at the fair and need for No Solicitation signs. Discussed fair board members and potential interested new members. Miller moved to increase Mike Schilz wage to $26.62 per hour in line with his Building Maintenance wage; Blain seconded; motion carried. Discussion about wage augmentation for Birkelo with additional duties in the 23-24 Fiscal year.
9:30 Red Lodge Mayor Kristen Cogswell met, but did not have any updates.
Discussion with Oswald continued regarding various fair events, judging, and timing of the sale.
Blain requested reader boards for paving next week.
10:00 County Attorney Alex Nixon met for his regularly scheduled meeting. Disaster and Emergency Services (DES) Coordinator Cyrina Allen met with Commissioners and Nixon to discuss uninhabitable houses and who has the authority to condemn them. After discussion, Nixon recommended a report from Sanitarian, architect, and building inspector with a recommendation for action to the Board of Health. An interlocal agreement with the City of Red Lodge would provide building inspector expertise. Nixon signed grant paperwork for the Red Lodge Airport.
Blain moved to approve meeting minutes for July 14th and July 19th; Miller seconded; motion carried.
10:00 Miller moved to approve the audit engagement letter with Olness & Associates; Bullock seconded; motion carried.
10:30 Commissioners, Newell, and Schilz toured Cedarwood Villa to assess possibilities of combining offices into a centralized location.
11:20 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met to discuss equipment list for the DNRC Option 3 Agreement for fire response.
