Commissioners Doug Tucker and John Prinkki were present.
8:30 Pledge of Allegiance.
9:00 Commissioner Tucker moved to approve Maternal Child Block Grant Match Agreement with Riverstone Health; Commissioner Prinkki seconded; motion carried.
9:30 Sheriff Josh McQuillan met with Commissioners for approval of the 24/7 Program Agreement. Commissioner Tucker moved to approve 24/7 Program Agreement; Commissioner Prinkki seconded; motion carried.
10:00 Clerk and Recorder Marcia Henigman met with Commissioners to give them updates from the Clerk and Recorders’ Convention. Other counties in the state are requiring more thorough disclosures for exempt surveys such as a mortgage disclosure. Marcia is working with Brent Moore, county planner, on requiring similar disclosure through the survey review application. They also discussed sunshine and open meeting laws and some of the issues that other counties have run into. Closed meetings and right to privacy belongs to the citizen or employee and only the individual has the ability to waive their right to privacy and keep the meeting open. Meetings between the County and an individual in litigation can be closed; meetings regarding issues pertaining to another public entity or government must remain open. The county’s records software does have the ability to limit access to minutes for closed meetings; her office will use that feature to record minutes of closed meetings. The clerks association received a request from title companies to change the fee structure to eliminate the non-standard fee; any change or miscalculation of fees in the closing process can delay the sale of property. A change to recording fees would take legislative action. Marcia also discussed some changes to forms and internal processes that she is considering to make her office more efficient. She also reported on upcoming changes from the state for budget and financial reporting; beginning next year reports will be submitted electronically and made available on the Department of Administration transparency website for public viewing.
11:00 Commissioners participated in the Fire Restrictions Conference call. Carbon County will remain in Stage 1 Restrictions.
1:00 Commissioners Tucker and Prinkki and Administrative Assistant Angela Newell interviewed Tom Kohley for Disaster and Emergency Services (DES) Coordinator / Geographic Information System (GIS) Manager.
3:00 Commissioners Tucker and Prinkki and Administrative Assistant Angela Newell interviewed Aaron Harry via phone for DES Coordinator / GIS Manager position.
4:15 Commissioner Tucker moved to offer DES Coordinator / GIS Manager positon to Tom Kohley; Commissioner Prinkki seconded; motion carried.
