Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Election Administrator Macque Bohleen met with Commissioners for the Detention Bond & Levy Election Canvas. Carbon County News Editor Alistair Baker was present. Bohleen presented the canvas noting there was one additional vote counted that had been preliminary. Blain moved to accept the Canvas as presented; Miller seconded; motion carried.
Blain moved to approve minutes for July 27th and 29th; Miller seconded; motion carried.
9:30 Blain moved to approve the Maternal Child Health Block Program Grant Agreement; Miller seconded; motion carried.
10:00 DES Coordinator Cyrina Allen, Sheriff Josh McQuillan, GIS Coordinator Tom Kohley, and Sargent Kelly Carrington met with Commissioner regarding radio equipment maintenance. Allen has been in contact with all 3 Foreman regarding radio equipment inventory and maintenance; waiting to hear back from Joliet and Red Lodge. Discussed purchasing handhelds for each crew member, rather than replacing radios in all road equipment. Portables would limit the communication range; Commissioners would prefer to keep radios in graders. Discussion about installation/maintenance responsibility; Carrington is only taking care of Sheriff Office radios as an employee; other departments would be responsible for contracting for maintenance this could be done with Carrington’s personal business. Blain believes installation and maintenance can be responsibility of District. Programming may be something that can be done by Allen and Kohley if they have the proper equipment/software for the brand; some Motorola legacy radios are challenging because of the variety of cords/software needed. It would be DES’ responsibility to program (or coordinate a contractor to do so). Commissioners would prefer DES also do the equipment sourcing and purchasing to keep consistency across shops. Road radio maintenance will be contracted with a 3rd party, Allen can find vendor if maintenance/ radio issue form is completed. Miller asked about maintenance timeline expectation; Allen noted will be dependent of availability of 3rd party vendor and nature of equipment. Allen will communicate with Foreman, she requested the maintenance form indicate how critical a fix is. Discussion regarding wreckers; Carrington has worked with Ronnings and Hyvonyns.
Discussion regarding communication plan for Road dept. Discussion of removing channels to make room for others. Discussion about access to law channels. McQuillan would prefer that CMA be used for Road/Wrecker communication with Dispatch rather than other chatter being on Law.
Miller moved to approve employee time as presented; Blain seconded; motion carried.
11: Troy Unrein and Richard Hood from Nemont/Project Telephone met with Commissioner to discuss the extension of Fiberoptic Broadband service to areas of Carbon, Stillwater, and Big Horn Counties. Hood noted Company is a cooperative. Absarokee and Belfry exchanges in Carbon. Have 5 years to complete.
12:00 Lunch
1:00 Future Staffing Planning. Clerk and Recorder Christine Stovall, Deputy Clerk and Recorder Macque Bohleen, Sheriff Josh McQuillan, DES Coordinator Cyrina Allen, and GIS/Fire Warden Tom Kohley were present. Discussion regarding draft job description for new Human Resource Specialist (will also perform Payroll Clerk duties). Commissioners would like the position to be established as a resource to work with Department Heads. Discussion regarding if it was necessary to add another layer of checks and balances with the two functions being consolidated; Newell believes there are sufficient checks, but would like to revisit once position has been filled. Discussion regarding the creation of a Resolution Delegating Payroll and Budget duties from the Clerk and Recorder to the Commissioners/Administrative Officer; Newell and Stovall will draft for a future meeting. Discussed Accounts Payable / Clerk position. Stovall will be retiring at the end of the fiscal year; this position would start in December or January to start training for office continuity.
McQuillan, Kohley, and Allen met to continue to Radio System conversation and possible use of ARPA Funds. Commissioners would prefer ARPA funds be used for facilities improvements and did not support spending the funds on the County’s radio system which has had significant investment in the last several years.
McQuillan asked about next steps with detention. Yellowstone may look at another expansion and may be willing to guarantee beds. Commissioners requested McQuillan reengage Yellowstone and look at options to try to get more people housed there. Discussion regarding Sheriff’s Office coverage to accommodate costs. Stillwater
has 15 deputies and a transport officer. McQuillan concerned that reducing the options for housing by getting away from longer distance facilities will affect officer motivation; does not believe getting more people into YCDF is realistic in the short term.
