Commissioners Bill Bullock and Scott Miller; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed the Detention Center vote and the feedback they have received from the public. Responses have been mixed, although the high price tag appears to be a consistent reason it was voted down.
9:30 Red Lodge Mayor Bill Larson met with Commissioners for his weekly meeting. Discussed Detention election and Highway 78 construction.

Miller moved to accept Commissioners’ Proceedings from July 20, 2021; Blain seconded; motion carried.

10:30 Future Staffing Strategic Planning. Janitor Rick Martin, DES Coordinator Cyrina Allen, Clerk and Recorder Christine Stovall, Deputy Clerk and Recorder Macque Bohleen, and Sheriff Josh McQuillan were present. Custodial – discussion about boiler operator license requirements; Blain will check with school to see what they do. Discussion about what position Commissioners would like to hire; Commissioners agreed to hire a janitor assistant and reevaluate department head duties closer to Martin’s retirement. Discussed HR/PR and possibilities to create a new position outside of the Clerk and Recorders office. Discussed CR keeping AP; Stovall believes AP is about .40 FTE and the other .60 FTE would be used to assist the office with elections and records preservation. Could move into a deputy position. Commissioners Phones AA on Fridays. McQuillan not sure what needs to happen next with the detention center failing. He is concerned with leaving officers alone when others are transporting. Without transports, he believes he has adequate staff. Needs some time to digest.

Bullock moved to approve hiring of Erin Cross as Public Health Coordinator; Blain seconded; motion carried.
