Commissioners Robert ‘Pits’ DeArmond, Bill Bullock, and Scott Blain, Clerk and Recorder Marcia Henigman and Clerk and Recorder-Elect Christine Stovall were present.

10:00 County Attorney Alex Nixon and Victim Witness Advocate Tessa Branger met with the commissioners to discuss county matters. GES/DIS Coordinator Tom Kohley also attended to talk about citizen-initiated redistricting of Red Lodge and Roberts fire district boundary lines. Tom wanted to know how involved the county or fire districts should be. Alex will approve the initial petition as to form but encourages full citizen involvement. Commissioner Bullock thinks the county’s role should be minimal but the county can provide public information such as landowner lists and maps. Tom would like to be closely involved to understand what the impacts will be to those districts and the county.
Tessa advised the commissioners that the new Montana Board of Crime Control grant renewal period is here. Due to the removal of Marcy’s Law she will need to apply for a general victim advocate grant; the application deadline is January 17, 2019 for a two-year project. Alex hopes the county can get the grant; there’s no downside to keeping the services we have with Tessa in her current position. The grant they are applying for is an 80/20 match which includes other entities besides the county; she has an MOU with DVS already. Tessa thinks she will be able to reduce the amount requested from two years ago and is asking for a letter of support for the program from the commissioners to help push the application through. Commissioner Bullock asked the county attorney to prepare the letter for them to sign.
Alex will review the proposal for basic sanitarian services by Travis West; doesn’t see any issues given what the county’s immediate needs are.
The renewal contract for Jacque Papez as civil attorney for the county came up for discussion. Commissioner DeArmond moved to approve, pending contract review and signatures, the renewal of the Doney Crowley law firm contract for civil attorney Jacque Papez with the addition of a clause addressing her compensation at the close of the Burgan litigation; Commissioner Blain seconded the motion; motion carried.
11:00 Commissioner Blain moved to approve commissioner minutes of December 17, 2018; Commissioner DeArmond seconded the motion; motion carried.
Commissioner Blain moved to approve the documents for the Emergency Medical Countermeasure Annex to the Carbon County Public Health Department All-Hazards Emergency Operations Plan; Commissioner DeArmond seconded the motion; motion carried.
11:45 Commissioner Bullock and Commissioner DeArmond left the meeting to attend a DUI Task Force meeting.
