COMMISSIONERS’ PROCEEDINGS       

          December 21, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

          8:30 Pledge of Allegiance.

          Commissioner Tucker moved to accept meeting minutes from December 14th and 17th; Commissioner Grewell seconded; motion carried.

          9:30 Sheriff Josh McQuillan met with Commissioners to update them on Part-Time Deputy Position and department’s new testing policies and procedures for hiring deputies; the Commissioners concurred that the process was appropriate. The applicant has been narrowed to three candidates as the others are not POST certified. Josh also discussed stray dogs and cats with the Commissioners and invoices for boarding stray cats; the Commissioners would like to pursue an agreement for how local veterinary services will handle stray dogs, they do not believe the County should be paying veterinary fees for stray cats.

               Commissioner Grewell moved to approve the proposed Dispatch Schedule reducing total shift hours by 4 hours per week; Commissioner Tucker seconded; motion carried.

              10:00 Commissioner Grewell moved to approve Extension Services Agreement with Montana State University; Commissioner Tucker seconded; motion carried.

            Commissioners discussed issues with mailbox placements on county roads. There are a number of landowners in the county who have illegally placed their mailbox in the County road or road right-of-way.

           10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his weekly update. Report attached.

          11:00 Commissioner Grewell moved to accept Tobacco and Smoke Free Campus Policy as amended; Commissioner Tucker seconded; motion carried.

          Commissioners will table the Montana Clean Indoor Air Act Implementation and Protocol for further discussion with the Board of Health.  There was some confusion regarding the policy. The Commissioners were under the impression that it was to be an internal County Policy; Public Health intended it to be a County ordinance regarding e-cigarette usage.
