Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Newell informed commissioners of check fraud case; a County check was intercepted and the payee and amount were altered. A case has been filed with the Sheriff’s Office; the Bank has returned funds.
Bullock discussed replacement for the Building Department tractor. Underpowered tractor snow blower is not able to remove snow from parking lots. Bullock recommends selling tractor and use revenue to purchase pickup plow or another machine. Discussion regarding if a truck will be able to remove courthouse snow sufficiently. Bullock noted lead time for new UTV is close to a year.
Discussed internal posting for Janitor position with Rick Martin’s upcoming retirement.
Mike Schilz met with Commissioners to discuss snow removal for County buildings.
10:30 Forrest Mandeville met with Commissioners regarding the Baker Group 1 Development Permit – Variance Request from Setback Requirements. Mandeville reviewed the staff report. Building space is limited due to a hillside on the north side of the property. Mandeville noted the property was subdivided prior to the setback requirements. Planning Board recommended approval with the following conditions:
1. The variance approval shall be interpreted as the minimum needed – i.e. to allow 15-foot front setback per the written request. Any other encroachment into the setback will be in violation of the Development Regulations.
2. Any deviation from the site plan must be made known to the Planning Office to determine whether or not the deviation is in compliance with the approved development permit or if a new permit is needed.
3. All other necessary permits must be obtained. This includes a septic permit (DEQ COSA 5-82-L2-30 applies).
Blain having reviewed and considered the variance request, staff report, public comment, Board of Adjustments’ recommendation, and all of the information presented, moved to approve of the variance request for the Baker Group 1 Development Permit with the recommended conditions. Miller seconded. Discussion regarding if this will set a precedent for neighboring properties.

Mandeville noted other properties have alternate access. Bullock noted the property is not on a County road and does not receive any road maintenance or snow plowing from the county.
11:00 Public Health Director Erin Cross met with Commissioners for a department update. Cross and staff have drafted a mission statement; are on track for grant deliverables; scheduling QPR suicide prevention training; completed daycare inspections; working on protocols for childhood immunization tracking and increasing vaccination rates; evaluating maternal child health services and possible billing opportunities, may reconsider WIC contract with Riverstone; Disease Intervention Specialist position grant awarded; continuing weekly educational articles for Carbon County News; policies and procedures continue to be developed and refined; and Cross hopes to start attending school board meetings to build lines of communication with the schools. Requested to attend Public Health Emergency Preparedness (PHEP) summit, associated costs are eligible under the PHEP grant. Would also like to send Charleen to child passenger safety training for car seats.
Blain moved to approve Commissioners’ proceedings for December 7 and 9, 2021; Miller seconded; motion carried.
12:00 Lunch
1:00 Airport Board meeting. Bullock, Blain, Miller, Merrill Pfeifer, Mark Derudder, Steve Smith, Gary Harem, Jeff Wise, Barbara Krizek, and Andy Teetzel were present. Miller moved to approve minutes; Blain seconded motion carried (attached).
2:00 Discussion regarding insurance committee meeting and possible adjustments to rate structure (implementing family friendly rates) or increase premium contribution.
