Commissioners Bill Bullock and Scott Blain (tele-conference); Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

Commissioners attended a meeting of the Detention Facility Citizen Advisory Committee last evening; the Committee’s minutes from their November 25th meeting were approved (see attached).

9:10 Commissioner Blain disconnected from the tele-conference.

9:30 Red Lodge Mayor Bill Larson joined the meeting for an update. City offices are still closed to in-person public visitation due to COVID-19. Commissioner Bullock detailed processes in the schools to streamline COVID-19 testing and coordination with Public Health; he commended the County school districts for their handling of the pandemic. Commissioner Bullock provided an update regarding yesterday’s special meeting of the Citizen Advisory Committee for the proposed Detention Facility. Newell provided an update regarding the Cemetery District No. 8 – Red Lodge; the district is working on aligning their fiscal year with the City and County to streamline filing their Annual Financial Report.

Commissioner Bullock moved to accept the Clerk and Recorder Monthly Deposit Reconciliation for November 2020; Commissioner Blain seconded; motion carried.

Commissioner Bullock moved to accept the District Court Fines and Fees Distribution Report for November 2020; Commissioner Blain seconded; motion carried.

Newell reported that the Resolution to Annex a Portion of the Roberts Rural Fire District into the Red Lodge Fire District has been sent to the Department of Revenue and will be reflected in next year’s taxes. Tim Ryan of the Red Lodge Fire Department will coordinate with the Insurance Services Office (ISO) to change their boundaries for their rating system so that property owners’ premiums will reflect the change.

10:10 Contract Deputy County Attorney Jacque Papez joined the meeting via tele-conference. Discussion regarding the proposed Detention Facility property and the Buy-Sell Agreement signed with Norman and Geraldine Stevens. Per the agreement, the responsibility for obtaining Annexation from the Town of Joliet rests with the sellers. Commissioner Bullock proposed seeking a discount from the purchase price since the County is, in fact, coordinating the process of Annexation. Commissioner Blain will invite the sellers to meet on Tuesday to discuss; Papez will join.

10:30 Clerk and Recorder Christine Stovall joined the meeting. Discussion regarding Resolution 2020-30 Implementing Employee Restrictions related to COVID-19. Discussion regarding tele-work; Newell detailed that there is concern about equitable treatment among all employees because not every employee’s duties are able to be done remotely. Commissioner Bullock moved to approve Resolution 2020-30; Commissioner Blain seconded; discussion that Resolution will not be disseminated to employees until Papez has approved verbiage; motion carried.

Commissioner Bullock noted an email received from the Clerk of the Town of Bearcreek, Jane Swanson-Webb, informing the County that Beverly Murfitt has been appointed as their representative on the Historic Preservation Commission Board on December 2, 2020 replacing LuDon Deville.
