Commissioner Tucker moved to accept District Court Report for November 2017; Commissioner Bullock seconded; motion carried.

9:00 Commissioner Bullock moved to approve Community Service Agreements with Beta Alternatives; Commissioner Blain seconded; motion carried.

Commissioners signed Five Mile Creek Bridge Maintenance Agreement with Montana Department of Transportation.
10:00 Sanitarian Josh Juarez met with Commissioners for his monthly report. Commissioners noted only one application was received for the Floodplain Administrator position; Commissioners will extend the deadline and try and solicit more applicants. Josh noted the property off Freeman Lane was inspected last week for their new septic system; the property was in non-compliance for discharging sewage into the ditch. Josh has about 70 licensed establishment inspections to conduct before the end of the month for the County to receive full reimbursement from the State. He plans to conduct a Septic Installer workshop in February to help streamline the septic permitting process. Septic Installer license renewals will be conditional upon attending the training which will include an overview of the permitting process for new construction. Josh noted he has had quite a few new food licenses in Red Lodge. He also noted the Dept. of Environmental Quality (DEQ) has combined the public water and subdivision review sections under one manager; Josh believes DEQ reviews will be more conservative as a result. He has already seen this change with DEQ’s recent denials of variance requests to build elevated sand mounds to get proper distance between groundwater and system.
10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly report (attached). He is looking at alternate locations for the Joliet emergency siren; Joliet Town Hall needs significant wiring upgrades to support siren which would significantly increase the cost of the project.
Tom and Commissioners also discussed the report from Tom Dunne from his review of the Simulcast radio system. Tom Dunne will be putting together quotes for what a brand-new turn key system would cost. Commissioners also discussed the First Net system being put in place; Tom Kohley was not sure when the system is projected to be completed. It may be a factor in the final decisions on Simulcast. Tom also noted he has been working with Contract Planner Forrest Mandeville and the Fire Chiefs on updates to the subdivision fire suppression regulations; they have yet to come to a consensus.
