Commissioners Scott Blain, Bill Bullock and Scott Miller; Administrative Officer Angela Newell; and Commissioners’ Secretary Barbara Krizek were present.

8:30 Pledge of Allegiance.

Carbon County Preservation Officer Debra Hronek joined the meeting to obtain approval to apply for the Certified Local Government Grant (CLG) Program for $6,000; Commissioner Bullock signed the application.

Discussion regarding the email correspondence received from Stillwater County indicating that they are not willing at this time to sign a Memorandum of Understanding guaranteeing renting bed space nor guaranteeing funds for housing their inmates; they indicated that they hope to ultimately utilize the facility but are unable to make a monetary commitment in advance.

9:00 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley and Disaster and Emergency Services (DES) Coordinator Cyrina Allen joined the meeting to present the Multi-Jurisdictional Hazard Mitigation Plan for adoption. Allen stated all the incorporated towns and City of Red Lodge have adopted the Plan via resolution with some minor updates to account for new hazards such as landslides and public health due to the COVID-19 pandemic. FEMA is shifting focus to mitigation rather than post-disaster recovery. The plan will be reviewed again in 5 years. Commissioner Blain moved to approve Resolution 2021-02 Adopting the Multi-Jurisdictional Hazard Mitigation Plan; Commissioner Miller seconded; no public comment; no further discussion; motion carried.

Allen provided her monthly update. She responded to seven fires in January. COVID-19 vaccination clinics are on-going and updates are posted to the carbonalert.org website. Discussion regarding the vaccination locations and the use of the Civic Center as per contract with Red Lodge Schools and Beartooth Billings Clinic. Commissioner Bullock directed Allen and Kohley to step-back from their assistance to Public Health for vaccination clinics now that more volunteers are on-board. Allen is working on the Emergency Management Planning Grant, State Homeland Security Grant, and Staffing for Adequate Fire and Emergency Response Grant; she is waiting to hear about 911 Grant. The Local Emergency Planning Committee held an exercise involving a bomb scenario in-between the Admin and Public Services building. Deputy Carrington is waiting on final Federal Aviation Administration approval for the Rock Creek tower.

Kohley provided his monthly update. Kohley discussed the major wind event that occurred February 13-14. He’s receiving record numbers of rural address requests and noted the severe shortage of available short-term housing.

10:00 County Attorney Alex Nixon joined for his weekly update. Discussion regarding Town and Country who is not keeping up with contract requirements for fuel supply. Nixon updated on hiring for his legal secretary.

Discussion regarding State legislation which has been presented to de-regulate trash collection; Commissioners oppose this legislation as it would require regional collection sites and leave many rural residents without service.

11:30 Commissioner Miller moved to approve the Memorandum of Understanding between Carbon County Public Health and Mountainview Clinic for COVID-19 vaccination (volunteer) services; Commissioner Bullock seconded; motion carried.
