COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.

Commissioners noted their attendance at the Roberts All Boards Meeting Thursday night. The meeting was informative and the Roberts’ boards provided good information to the community.
Blain moved to appoint Matt Stump to the Historic Preservation Commission for the remainder of an At Large term set to expire 12/31/2022; Miller seconded; motion carried.
Miller moved to accept Commissioners Proceedings for January 25, 2022; Blain seconded; motion carried.
Miller and Newell discussed their meeting yesterday regarding Wind Impact Fee use for road maintenance. With operator time, equipment time, and materials maintaining the 26 miles of roads to the Wind Farm is expected to cost about $6M over the next 30 years. Discussion about possible upfront projects that could save on maintenance in the long run.
Discussion about Public Health Director Erin Cross’ time; noted still significant overtime. Discussed hiring progress for various positions.
Miller moved to accept employee time for 1/30-2/12; Blain seconded; motion carried.
11:22 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met to discuss petition to annex part of the County not currently under a fire district. Kohley wanted to verify that Commissioners do not have issues with him providing maps; Blain confirmed they are ok with that, but do not want staff gathering signatures or pushing the petition.

1:00 Insurance Committee Meeting: Jerrid Bergum, Lori Lynde, Kate Asbury, and Pam Walling. Walling reviewed rate increase 6.5%, based on last years claims history was looking at an 11% increase, but used Trust equity to buy down to 6.5%.
Walling reviewed benefit enhancements: Vision increased from $75 to $100 for exam, added orthotics $400 every 3 years. Will be providing $20 incentive for blood screening participation and $100 incentive to members who have 4 monthly visits with Healthy is Wellness. Walling noted Carbon’s claims are driven by pharmacy and surgical claims, there does not seem to be any unwarranted Emergency Room use. Discussion about current plans, options for premium contribution increases, and effect on permissive mill levy and tax increases. Agreed that current plan selections are appropriate. Discussed no surprise billing legislation and healthcare blue book.
