Commissioners John Grewell and John Prinkki were present. Commissioner Doug Tucker was on site at a head on collision in his district.
8:30 Pledge of Allegiance.
Bill Mankin met with Commissioners to discuss inaccuracies in floodplain mapping on Rock Creek.
Commissioner Grewell moved to accept District Court Fines and Fees Summary and Treasurer Cash Report for January 2016; Commissioner Prinkki seconded; motion carried.
Commissioners received a letter of resignation from Martha Sobrall as an At Large Representative on the Carbon County Planning Board.
9:00 Commissioners noted that the Road Maintenance Worker Mechanic position will be changed to a regular Road Maintenance Worker position requiring a CDL effective July 1, 2016. There will not be a reduction in force in the department.
Commissioner Grewell moved to offer the open Road Superintendent Positon to Mike Black at a salary of $78,000/year noting his master’s degree in engineering would reduce contracted engineering costs; Commissioner Prinkki seconded; motion carried.
Commissioner Grewell moved to accept Claim Approval List for January 2016; Commissioner Prinkki seconded; motion carried.
9:30 Alistair Baker, Carbon County News met with Commissioners to discuss Custer Gallatin Working Group (CGWG). CGWG is a collaborative group of counties working with the Forest Service and other agencies on various projects related to forest management. Commissioner Prinkki will send an op ed piece to be published in this weeks or next week’s paper.
9:30 Commissioner Grewell moved to appoint Don Lorash as the Veteran Internment Supervisor per 10-2-501 MCA; Commissioner Prinkki seconded; motion carried.
10:00 Sanitarian Josh Juarez met with Commissioners for his monthly update. The Septic Permit Application with credit card payment options is now available online and Josh is looking to add other applications and permits to that system, including the Septic Installer License renewal. Josh is looking at options for computer replacements. He is considering a Microsoft Surface which would accommodate office and remote access; an iPad is budgeted for this year and a new computer was projected for next year’s budget and Josh believes the Surface Pro’s added functionality makes more sense than two devices and would not approximately the same. He is currently processing licenses for various establishments; all licenses will be validated this year. Septic inspections with good weather. He is on track to take over as Floodplain Administrator by end of February, and is scheduled to take the exam mid-March. He continues to address floodplain compliance issues at Western Ranch Estates. Josh is trying to do one or two inspections per day so has daily office availability.
10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly update. Report Attached. Discussed Bridger Tower Site replacement. Tom and Industrial Communications have access concerns at the existing site; he is considering alternate locations that may make construction access more feasible. They discussed Southern Zone Fire Advisory Council; Commissioner Prinkki acknowledged that it is a good group to keep active so that all departments are up to date on DNRC’s role and protocols in firefighting activities. Tom also noted concerns about the south eastern end of county not being covered by rural fire district. Commissioners discussed sending landowners a letter regarding lack of fire district. Tom discussed his roles as County Fire Warden with regard to responding to structure fires and mutual aid fire calls. He has been working with the County Assist Team (CAT) to let them know about positon and flexibility. Tom also noted that he will be forming a Community Animal Response Team (CART) to address contagious animal diseases.
Commissioner Grewell moved to accept Treasure State Endowment Program Grant Contract for Bridge Evaluation Engineering Services; Commissioner Prinkki seconded; motion carried.
Commissioners processed time approvals for January 25 – February 6, 2016.
