Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.

Discussed the retrieval of medical records from Cedar Wood Villa. Building Maintenance Coordinator Mike Schilz will help.
Commissioners discussed the Road Maintenance Worker position opening and approved the notice to post the position internally. Commissioners also approved advertising the position externally to fill the vacancy after the internal posting and shop shuffle was completed.
8:40 Disaster and Emergency Services (DES) Coordinator Cyrina Allen met with Commissioners to discuss the Flood Plain.
Bullock moved to approve Commissioners Proceedings from December 29, 2022 and January 3, 2023; Blain seconded; motion carried.
9:00 Clerk and Recorder Macque Bohleen and Deputy Piney Helmuth met to discuss the revision of the Asset Management Policy. Discussion about how to get rid of items that may not sell at an auction and alternative sale/disposal options. Bullock moved to insert language to allow items not successfully sold at auction to be donated, recycled, or thrown away; Blain seconded. Discussion about the option to place a reserve on an item being auctioned. Bullock moved to amend the original motion to allow the Commissioners the right to place a reserve on an auction item; Blain seconded; discussion about an item getting little value at auction when it could have a bigger community benefit being donated to another government entity or non-profit; motion to amend carried. Motion to amend the policy carried.
9:40 Blain moved to approve the revised lease agreement for the Dietz Gravel Pit; Bullock seconded; discussed updating and/or formalizing leases at other County gravel pits on private property; motion carried.
10:00 Steve Stapp of Interstate Engineering met with Commissioners to discuss Bid for bridge decks and scope of work for construction. Bullock moved to accept the Bid from True North Steel for three bridge decks for a total of $751,139; Blain seconded; Stapp noted proposal allows for concrete or metal with gravel overlay; discussion of maintenance requirements of each; motion carried.
Geospatial Information Systems Coordinator / Fire Warden Tom Kohley and Commissioners discussed procurement of surplus excavator.
11:00 Kohley, Road Union President Phil Nardinger, and HR Specialist Kate Asbury met with Commissioners to discuss road crew fire fighting and the fire fighting boot allotment. Discussion about expectation for use of fire boots, availability of turn out gear during fire season, and the need for a backpack so that PPE can be carried with operators for faster response. Bullock moved to increase the boot dollar amount to $300 every 2-years; Miller seconded; Kohley will verify pricing and price backpacks for fire fighting crew turnout gear and shelters; motion carried.
