COMMISSIONERS’ PROCEEDINGS
January 31, 2023
Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:20 HR Specialist Kate Asbury met with Commissioners to discuss procedures for CDL driver random drug testing with Chemnet.
9:30 Commissioners discussed family friendly rates for insurance proposals.
Commissioners discussion the construction project next to the Personal Services Building and continued encroachment of construction activities.
Newell discussed presentation yesterday from ClearGov regarding software for Capital Budgeting. Commissioners confirmed that they are not interested in additional software unless it will make the budgeting process more efficient. Newell is not sure that the online features will be well utilized by County department heads and is not sure the cost of the software is worth the visual improvements to capital improvement planning.
Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met regarding surplus excavator that was delivered yesterday. Kohley also discussed Standard Operating Procedures (SOP) for Road Crew Fire PPE. After discussions with Foreman, and looking at pricing from vendors in Billings, Kohley noted the average price of a boot that meets the specifications is $500. Kohley believes if boots are only used for fire fighting they should last well beyond the 2-year cycle. Kohley asked if Commissioners would consider allowing rollover of funds to increase the boot allowance, or to allow repairs such as resoling as an incentive to keep them strictly for fire-fighting. Bullock would like to see this written into the Collective Bargaining Agreement (CBA) as an addendum. Commissioners reviewed the draft SOP. Kohley presented a purchase request for a new computer.
Bullock moved to approve employee time as submitted; Blain seconded; motion carried.
