COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.

Discussion regarding application for Indigent Burial. Commissioners questioned whether the individual is eligible; the address is in Colorado. Commissioners will wait to approve until they have had a chance to discuss with Public Administrator Robert Spoja.
Discussion regarding 4th quarter alcohol tax payment being made to Mental Health Center; Commissioners confirmed they will not seek to adjust the contract this year and look at an adjustment for Fiscal Year 2023.
Discussion regarding selling the Maintenance Department Kubota tractor in hopes that revenues can be used to offset the purchase of a new machine better suited to the Departments’ needs.
Discussion regarding gravel royalties; Miller is still waiting on County Attorney to approve the agreement draft.
9:00 Sanitarian in Training Barbara Krizek, Temp. Sanitarian Scott Vandell, and Assistant Lori Kane met for the department’s monthly update. Krizek reviewed her written report (attached). Vandell has completed inspections to meet the State’s 90% threshold for full reimbursement. The State will be up in February regarding standardization for inspections. Discussion regarding complaints and ongoing issues with enforcement including the campers off E. Pryor Road. Krizek noted DEQ is backlogged on application processing due to staffing shortages; this has also limited DEQ’s ability to follow through on enforcement efforts. Discussion regarding Krizek’s probation; she is not yet ready yet to take the Sanitarian test. Commissioners agreed to the successful completion of probation, but would like to wait on a wage increase until Krizek’s RS license is secured.
9:30 Miller moved to accept Clerk and Recorder Reconciliation for December 2021; Blain seconded; motion carried.

Miller moved to approve Commissioners’ proceedings for December 16 and 21, 2021; Blain seconded; motion carried.
10:30 Disaster and Emergency Services (DES) Coordinator Cyrina Allen and Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met for their monthly department updates. Allen reviewed her written report (attached). Discussion regarding fuels mitigation projects and various grant funding sources. Kohley noted barriers for projects to be commercially viable including the significant overgrowth and lack of marketable timber. Kohley reviewed his written report (attached). Kohley asked if Commissioners would consider building codes in Wildland Urban Interface for better construction standards (ie: requiring fire resistant materials) to prevent or reduce house to house fire spread. Bullock is concerned about opening door to other restrictions; believes personal choice and responsibility is paramount. Blain expressed concerns about enforcement. Miller echoed Bullocks focus on personal responsibility for implementing defensible space around homes; he also noted the sentiment of people not wanting government involved. Discussion regarding public safety and costs to county on both sides. Kohley noted public want’s government involved when there is a disaster but agreed to Miller’s point that they typically do not want government involvement in development.
Miller moved to approve employee time as presented; Blain seconded; motion carried.
11:00 Kohley, Allen, and Sheriff Josh McQuillan met with Commissioners to discuss radio communications plan. Allen reviewed issues between road department and dispatch regarding stuck vehicles that prevented plowing. Note that most road and other first responder radios are not digital capable (law is digital capable). McQuillan wants law digital to only provide law traffic; county mutual aid channels (CMA) should facilitate communication with officers as they should be scanning those channels. Discussion about procedures and call signs for road department members. Allen noted CMA and Law are on separate speakers in Dispatch and will transmit at the same time. Dispatchers are trained to acknowledge law first; which may require repeats on CMA. If Road wants law scanning programmed into radios they will need digital capable radios; could also purchase digital scanner. McQuillan requested they identify as “Road #” to simplify things for dispatch.

1:00 Commissioners reviewed the following resolutions: Commission Meeting Dates, Establishing Elected Office Hours, Public Notice Location, Establishing mileage, lodging, and per diem Rates for Travel, and Establishing the Rate of Incarceration. Blain moved to continue to use the existing resolutions; Miller seconded; motion carried.
