COMMISSIONERS’ PROCEEDINGS        

July 11, 2016

Commissioners John Grewell, Doug Tucker and John Prinkki were present.  Angela Newell, Administrative Assistant, was on maternity leave.

8:30 Pledge of Allegiance

Kevin Nichols, Callie Allen and Lynn Schwend from Justice Court met with the commissioners to discuss the increased work load they have after taking on the Red Lodge City Court duties and the need for additional employee hours.  They requested to hire Sabrina Pratt to work in the office while Callie and Lynn are at a conference in Washington DC next month; they would also like to have her help with the overload and to train her in advance of the conference dates; she has worked as a fill-in in the county attorney’s office and in the District Court office and is familiar with their court program.  Marcia Henigman, Clerk and Recorder, joined the conversation; she and the commissioners advised Kevin that it would be a temporary solution only.  If additional employee hours are required on a permanent basis, the contract with the City of Red Lodge would need to be re-negotiated and an additional position would need to be advertised.

9:00 Commissioner Tucker left the meeting to attend a funeral in Bridger.

9:30 David Ohnstad, Road Superintendent, met with the commissioners for a weekly update on county projects and road issues.

9:45 Tom Kohley, DES Coordinator/GIS Manager, met with the commissioners to report that he had met with David Ohnstad and the road crew from Joliet regarding the recent fires. They will set up a meeting with the other two shops to discuss roles and communication protocol.  Tom also reported that he had traded in a stock trailer for a cargo trailer and had gotten a good trade-in value and refund.  He has sold three of the reworked repeaters.  His report of the fire coordinator conference call was to remain at Stage One.

10:00  Commissioner Grewell moved to approve the second run of claims for the month of June; Commissioner Prinkki seconded the motion; motion carried.

10:15  The commissioners worked on Time Clock approvals.

10:30  Josh Juarez, county sanitarian, met with the commissioners for his monthly update.

 

11:00  The bid opening for construction of the Red Lodge Creek bridge was held; Chad Mares from Sletten Construction, Bill Oxendahl from DW Oxendahl Construction and Brandon Duffy of Great West Engineering were in attendance.

Sletten Construction                              $477,077.00

DW Oxendahl Construction                      399,277.00

Both bids were complete.  Brandon will advise the commissioners on Thursday and make a recommendation.  Both bids were considerably higher than Great West’s original estimate in 2014 of $312,000 for construction and the TSEP funding schedule.
