Commissioners Doug Tucker and Bill Bullock and Administrative Assistant Angela Newell were present.
8:30 Pledge of Allegiance
Commissioner Bullock moved to approve meeting minutes for June 29 and July 3, 2017; Commissioner Tucker seconded; motion carried.
8:50 Commissioner Tucker received a call from Rick McDaniel with Sheryl Ann Incorporated. Discussed gravel crushing bid.
9:00 Commissioner Tucker moved to enter into Memorandum of Understanding with the USDA APHIS Wildlife Service Program and Montana Wool Growers Association for Predator Control; Commissioner Bullock seconded; motion carried.
9:10 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners in preparation of Fire Restrictions call. Eastern part of county at Stage 1 thresholds, but believes burn permit system being shut down is sufficient. Commissioners agree.
10:00 Brent Moore met with Commissioners to discuss the future of the Carbon County Planning Department. He believes it may be time for the County to bring Planning back in house. Brent gave a overview of his history of planning activities with the City of Red Lodge and with CTA as the County’s contract planner during which time the County updated both the Growth Policy and Development Regulations. Brent believes both updates were better facilitated by a contractor, but noted had two planners in County for most of that time. Believed Monica was a good contract option for county, but has concerns about not having staff in the county. He believes the updated Development Permit structure does require additional resources and work for e Planning Department. Brent offered to help train if staff was brought back in house to help relay institutional knowledge.
10:20 Commissioner Bullock moved to accept gravel crushing bid from Sheryl Ann Incorporated; Commissioner Tucker seconded; motion carried.
Commissioner Tucker signed an amendment to the Montana Land Information Association Grant Agreement extending the grant end date.
