COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.
8:30 Pledge of Allegiance.
Lola Ashby met with Commissioners to discuss intersection of 11th St. and Oakes Avenue in Red Lodge. She is requesting that Carbon County take action to request that the city paint curbs yellow, relocate the handicap parking spot beyond the painted curbs, and that crosswalks be painted in all four directions. Commissioner Prinkki will visit with public works and mayor.
8:40 Jay and Allison Brewer met with Commissioners to discuss Vaill Ave access in Belfry. Commissioner Tucker will replace signs that were removed and will visit with the state regarding placement of barriers.
9:00 Commissioner Grewell moved to accept agreement with RiverStone Health for use of the Extension Office Meeting Room for Women Infant Children Program; Commissioner Tucker seconded; motion carried.
Commissioner Grewell moved to approve meeting minutes of July 13th and 16th; Commissioner Tucker seconded; motion carried.
City of Red Lodge Community Development Director Peter Italiano met with Commissioners regarding request for 11th and Oaks intersection visibility issues brought forth by Lola Ashby.
9:30 Peter Italiano and Road Superintendent Shawn Mains met with Commissioners regarding a request to have a speed study to lower speeds on US 212 north of Red Lodge. City of Red Lodge requested the speed study, but it is outside of the city limits. The Montana Department of Transportation (MDT) needs the request to come from the county to take action. Commissioner Tucker will call MDT and request that vegetation be cut back so that 45 mph warning sign is more visible and will see if that will make a difference.
10:00 Carbon/Stillwater Community and Senior Programs requested a 4% increase in their contract amount. Area II Agency on Aging requested funding remains at 2014-2015 levels. Commissioner Grewell moved to accept Senior Citizen Center preliminary budgets as presented; Commissioner Tucker seconded; motion carried.
10:05 Road Superintendent Shawn Mains met with Commissioners for road and bridge preliminary budgets.
11:00 Commissioner Tucker participated in the Fire Restrictions conference call.
11:00 Cil Robinson and Jerry Kozak from the Montana Board of Crime Control met with Commissioners to discuss juvenile detention alternative initiative. County Attorney Alex Nixon, Sheriff Josh McQuillan, Youth Court Manager Pam Hellerud, and Lindsay Fox were also present. Board of Crime Control is piloting a program to determine if Detention Risk Assessments are practical for use on a statewide basis.

1:00 Commissioners discussed their preliminary budget. Commissioner Prinkki discussed rural action caucus travel costs, not reimbursed/covered by NACo or MACo. Commissioner Grewell moved to approve Administrative Assistant Angela Newell’s request for base salary increase of 1.6% in fiscal year 2015-2016 and 1.6% in 2016-2017; Commissioner Tucker seconded; motion carried.
2:00 Commissioner Grewell moved to hire Joshua Juarez as Sanitarian as he was the only applicant that currently is a Registered Sanitarian and would not have to go through the training process; Commissioner Tucker seconded; motion carried.
