COMMISSIONERS’ PROCEEDINGS       

          July 23, 2015

          Commissioners John Grewell and John Prinkki were present.

8:30 Pledge of Allegiance.

          Janet Wittenberg met with Commissioners regarding property for a client. There is a parcel that has been in the family since 1936, but when evaluating the property it cannot be identified on MT Cadastral and the Department of Revenue cannot identify where the property is. It has been determined that the parcel no longer exists and the landowner would like a refund of taxes paid. Commissioners requested a letter outlining issues so they can start the process to take the parcel off tax rolls and to process refunds allowed by statute.

          8:50 Clerk & Recorder Marcia Henigman met with Commissioners to discuss issues of Carbon County Employee confidentiality being maintained by Department of Revenue personnel when they over hear issues being discussed by County staff.

          10:00 Road Superintendent Shawn Mains met with Commissioners for motor grader bid openings. Eric Bechtold & Josh from RDO and Kraig Pester from Tractor & Equipment were also present. Bids were received as follows:Tractor & Equipment – Caterpillar 2015 160M3AWD: $317,684 trade $90,000, total $227,684; RDO – John Deer 872G: $341,895, trade $84,000, total $257,895.

          Commissioner Grewell moved to reject bids as some issues were left off bid proposal; Commissioner Prinkki seconded; motion carried.

          10:30 Commissioner Grewell moved to appoint Sara Mahoney to the Edgar Water and Lighting District Board; Commissioner Prinkki seconded; motion carried.

          11:00 Planning Director Brent Moore and Kate Stout (Red Lodge Surveying) met with Commissioners for the Dimond Subdivision Final Plat Approval. Brent recommends approval of the final plat as preliminary conditions were met. Commissioner Grewell moved to approve final plat for Dimond Subdivision lots 1 & 2; Commissioner Prinkki seconded; motion carried.

          11:30 Brent met with commissioners to discuss planning budget. He also discussed the Planning Board’s progress on updating the County Development Permit process.

          12:00 Commissioners attended the Carbon County Fair for Lunch.

1:30 Sheriff Josh McQuillan and Disaster and Emergency Services Coordinator Darrel Krum met with Commissioners for preliminary budgets for Public Safety and Emergency 911.

          2:00 Sheriff Josh McQuillan and Disaster and Emergency Services Coordinator Darrel Krum met with Commissioners for preliminary budgets for Disaster and Emergency Services and County Communications.
