COMMISSIONERS’ PROCEEDINGS        

July 24, 2017

Commissioners Doug Tucker and Bill Bullock and Administrative Assistant Angela Newell were present.

8:30 Pledge of Allegiance

Bob Adkins was present.

Commissioner Tucker moved to accept minutes for July 6th and July 10th, 2017 as presented; Commissioner Bullock seconded; motion carried.

9:00 Commissioners reviewed the county Recruitment and Hiring Process Policy. Commissioners would like more detail added as to how the selection process is conducted.

Commissioner Bullock moved to lower flags at the County Administration Building and Courthouse to half-staff until Friday morning in honor of John Grewell; Commissioner Tucker seconded; motion carried.

9:30 Ron Kapor, Danny Mydland, and Forrest Mandeville met with Commissioners to discuss the future of Carbon county planning. Zach Graham CTA participated via video conference. Commissioners noted the discussion was to follow-up with CTA and Forrest after their meeting with Brent Moore last week. Commissioners noted they have no concerns with the present contract arrangement and that it is financially favorable to Carbon County to continue contacting planning services. Commissioner Bullock asked Forrest about his interaction with Planning Board. Forrest noted special planning board meeting coordinated for next week. Ron Kapor asked if anyone from the Planning Board had notice of meeting; he believes the Planning Board is frustrated with CTA and fees for Subdivision Fire Restrictions. Forrest noted the Subdivision Fire issue will be addressed with Subdivision Regulation review. Ron is in favor of in-house staff. Commissioner Tucker noted CTA is a large firm with a lot of expertise and resources for various issues. Commissioners wish to continue with contract at this time. Zach will check-in about a month to make sure services are meeting the County’s expectations. Zach noted for Mr. Kapor that it is CTA’s goal to provide professional expertise and recommendations to help the Planning Board fill their mission.

10:00 Beartooth Billings Clinic CAO Kelly Evans and Public Heath Nurse Roberta Cady met with Commissioners for Public Health Preliminary Budget. Kelly noted Beartooth Billings Clinic is currently providing Public Health Services at about $7.50/county resident; Riverstone Health in Yellowstone County provides the service at approximately $14/person. Roberta noted she believes there is a benefit to Public Health being under Hospital and having medical resources as backup. Angela noted PR/Media resources of Beartooth Billings clinic and with their assistance we have added CDC syndicated content to the County Website. Kelly noted that Carbon County is currently ranked as the 5th healthiest county in Montana; when Beartooth Billings Clinic took over Carbon County was ranked in the high 20s. Would like Commissioners to consider where we can focus efforts to reduce preventable deaths associated with motor vehicle accidents where folks are not wearing seatbelts and suicide.

10:25 Commissioner Bullock moved to approved revised Hiring Policy; Commissioner Tucker seconded; motion carried.

10:45 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to note Chiefs agreed to stay out of Fire Restrictions. Noted Dispatch will page mutual aid with district entity.

Commissioners approved employee time for July 9 – 22, 2017.

Commissioner Bullock moved to approve contract with Industrial communications and Electronics for 911 System support for 6 months; Commissioner Tucker seconded; motion carried.
