COMMISSIONERS’ PROCEEDINGS

Commissioners Bill Bullock and Scott Miller; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Eric Alen and Robyn Adams from the Red Lodge Area Community Foundation met with Commissioners for a workforce housing update; the focus has been on bolstering available long-term rentals. Discussed the County’s Joliet property workforce housing study; would like a meeting after the detention bond is decided.
9:30 Red Lodge Mayor Bill Larson and Council member Dave Westwood met with Commissioners for the City’s weekly meeting. Bullock discussed the Robertson Draw Fire meeting last night; the remaining active parts of the fire are being managed as best they can, but is in terrain that is not easy to access. At Tuesday’s work session, Council approved a Resolution to engage the County Attorney for prosecutorial assistance in cases where there may be a conflict of interest with their new attorney because of his prior work as defense counsel. Westwood discussed the approval of the church construction to the north of the airport runway zone. Westwood noted the adjacent property is more concerning for the runway protection zone; Bullock is not sure if the County/Airport board will support purchasing the property and airport users may want to look at other options to fund the purchase of the property.
Miller moved to approve Commissioner Proceedings from July 1st and 6th; Bullock seconded; motion carried.
10:00 County Attorney Alex Nixon met with Commissioners for his regular meeting. Miller departed to allow a discussion regarding an HR issue he is not involved in.
10:45 Miller moved to appoint Commissioner Blain as the county representative to engage Slate Architecture for Carbon County Detention Facility Architect Final Design contract negotiations; Bullock seconded; discussion regarding Blain being the most appropriate member of the Commission to fill this role given his history of discussions with the Town of Joliet and Triple Tree Engineering regarding the water and sewer tie in and discussions with Shane Swandal regarding the alternate contract delivery process. Motion carried.
11:10 DES Coordinator Cyrina Allen met with Commissioner to provide a COVID update. There are new variants including one Delta case; of the current 15 active cases two are hospitalized.
Allen believes there need to be additional key copes for access to trailers and equipment. Discussion regarding road radios and radios in Commissioner vehicles.
