COMMISSIONERS’ PROCEEDINGS       

          June 11, 2015

          Commissioners Doug Tucker, John Grewell, and John Prinkki were present.

8:30 Pledge of Allegiance.

          9:00 County Attorney Alex Nixon met with Commissioners to discuss County Business. They discussed the overdue Red Lodge Mountain Resort Tax payment.  

          Commissioner Grewell moved to send a letter to the Road Union offering annual salary increase of 4% (CPI 1.6% + 2.4% raise) due to the fact that starting in January they received holiday benefits approximately equal to 1% of salaries that other County employees did not receive; Commissioner Tucker seconded; motion carried.

          Commissioners discussed land being considered for auction in Red Lodge. The property may not have value for sale because of its size and location. The Commissioners will continue to work with an appraiser to determine if the parcel has sale value.

         Commissioner Tucker moved to approve June 1st and 4th 2015 meeting minutes; Commissioner Grewell seconded; motion carried.

        10:00 Commissioners reviewed permit application forms for Road Cut, Road Approach, and Road Encroachment.

        Commissioner Grewell moved to approve changes to permits as discussed and add the Road and Bridge Superintendent as an authorized signer for Carbon County; Commissioner Tucker seconded; motion carried.

        10:30 Disaster and Emergency Services Coordinator Darrel Krum and Tom Kohley met with Commissioners to discuss providing access to the ArcGIS mapping program to other entities. James Caniglia and Peter Italiano from the City of Red Lodge Planning were also present. The City of Red Lodge and Red Lodge Rural Fire #7 are interested in expanding their GIS capabilities. Tom believes it would be in the interest of all parties to collaborate and share data via the GIS system. Commissioner John Grewell would like to see the cost savings shared with the County. The City of Red Lodge will draft an Interlocal Agreement for both entities to have licenses through Carbon County’s ArcGIS account.

        11:00 Beartooth Billings Clinic CEO, Kelley Evans and Public Health Nurse Roberta Cady met with Commissioners to discuss the renewal of the Public Health Services Agreement. The breadth of Public Health services being provided by Beartooth Billings Clinic are comparable to Yellowstone County, but are being delivering at 50% the cost per person. To stay competitive in the market, Beartooth Billings Clinic has provided a 7% salary increase for nursing staff. Public Health would like to have more of a role in promoting wellness. Kelley has been working with private entities to develop structured wellness programs. Commissioner John Grewell noted that at this time he would like to ensure that public health services are not being duplicated and would like to focus on maintaining the current level of service rather than expanding the program beyond available funding. Commissioner John Grewell moved to offer 6.3% increase to the Public Health Services Contract; Commissioner Tucker seconded; motion carried.

       11:40 John Husar met with Commissioners to discuss project on the Mud Springs Wind Project. Leases for the interconnection have been secured and the Corporation has received the authority to build the substation. He will meet with Commissioners on June 22nd to discuss the impact fee agreement.
