COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker and Bill Bullock, and Administrative Assistant Angela Newell were present.

8:30 Pledge of Allegiance

Lynn Boughey and Mike Pilati met with Commissioners regarding driveway construction easements for the Mangy Moose Minor Subdivision. Commissioners prefer landowners come to a conclusion among themselves. A new road approach permit would be required to construct a new driveway.

Architect Susan Hovde met with Commissioners regarding Court House addition bid; the solicitation will be published in this week’s paper.

9:00 County Attorney Alex Nixon and Civil Deputy Jacque Papez and DES Coord. / GIS Mgr. Tom Kohley met with Commissioners. They discussed the Mud Springs Wind Project; EverPower intends to reapply for New and Expanding Industry tax abatement as the project footprint and equipment have changed significantly since the original application. They also discussed Simulcast radio system. Tom noted technicians are very responsive, but the system continues to have problems. Commissioners requested Attorneys send letter regarding Industrials failure to fulfill their contract and indemnifying County for liability related to radio system failures.

DES Coord. / GIS Mgr. Tom Kohley noted Yellowstone County is going into Stage 1 Fire Restrictions before July 4th. Commissioners will discuss restrictions after the Fire Restrictions conference call on Monday. Tom also noted there is a flood warning on the Clarks Fork River. Tom is currently preparing a grant application to the State to update the County’s Pre-Disaster Mitigation Plan.

9:30 Kathleen Armstrong and Gary Levine of Spectrum Group Architects met with Commissioners to discuss On-Call Architect Services Contract.

9:40 Brian Ostwald for Weed District Preliminary budget. Commissioners approved increasing Brian’s wage to be equal to Road District Foreman at $57,326.64/year or $27.56/hr effective for the 2017-2018 Fiscal Year.

10:00 Commissioner Bullock moved to approve Resolution 2017-09 Fiscal Year 2016-2017 Budget Amendment; Commissioner Tucker seconded; motion carried.

10:30 Commissioners discussed their department budget. They approved Angela Newell’s salary increase to the equivalent of the Elected Official Base Wage of $30.71/hr effective for the 2017-2018 Fiscal Year.

11:00 Karen Ulrickson met with Commissioners regarding resigning from Carbon Stillwater Community and Senior Programs. State cut funding and significantly reduced her hours. She thanked the Commissioners for supporting the office.
