COMMISSIONERS’ PROCEEDINGS

Commissioners Scott Blain and Bill Bullock; Commissioners’ Secretary Barbara Daniel; and Scott Miller were present.
8:30 Pledge of Allegiance
Commissioner Bullock updated Commissioner Blain on yesterday’s COVID-19 Incident Management Team Policy Group meeting. Due to the uptick in cases in the County, County Health Officer Dr. Bill George will issue a warning letter to local restaurants/businesses who have been reported to be in violation of Governor Bullock’s guidelines. Going forward, law enforcement may be tasked with issuing citations for violations. Dr. George is contemplating a mandatory mask-wearing order.
Superintendent of Schools Lori Kane and Sanitarian Cortney Lynde joined the meeting to present their preliminary budget requests with no significant changes. Lynde asked to adjust her work schedule in the Fall, to five eight-hour days, and then shifting to four 10-hour days in the Winter. Commissioners supported her schedule changes as long as someone is in the office every day (with Kane as backup), or available by phone.
9:15 Carbon County News Reporter Eleanor Guerrero joined the meeting; 9:25 she departed the meeting.
Commissioner Bullock moved to approve Commissioner Proceedings for June 11, 16, 18 of 2020; Commissioner Blain seconded; motion carried.
9:45 Administrative Officer Angela Newell joined the meeting. Discussion regarding the Sanitarian’s preliminary budget. Sanitarian contracted services with Travis West will be decreased and Commissioners approved raising her salary from 80% to 85% of elected official base salary.
Commissioner Bullock reported that the County’s counsel approved Industrial Communications’ defense counsel’s request to extend litigation deadlines to September due to COVID-19 delay issues. Contracted Deputy County Attorney Jacque Papez will inform Commissioners when she sees a Court order.
10:00 Extension Agent Nikki Bailey joined the meeting to present the Extension office preliminary budget request. The only major change would be allocating $500 for running boards for the department’s truck. Newell presented discussion regarding Administrative Assistant Sheri Hatten who is not on the Clerk pay scale system; Commissioners approved raising Hatten to mid-Clerk rate beginning next pay period. A commercial-grade printer, approximate cost $12k, will be added to the Capital Improvement Plan. Discussion regarding the upcoming County Fair and modifications made to operate safely while following the Governor’s COVID-19 guidelines.
10:25 Commissioner Bullock moved to approve Resolution 2020-20 to Cancel the July 2, 2020 Commissioner Meeting; Commissioner Blain seconded; motion carried.
11:00 Bid Opening – Hot Plant Asphalt Supply. No bids were received. Commissioner Blain is waiting to hear back from Fischer Gravel and hopes to negotiate a favorable price.
11:30 Miller departed the meeting.
Disaster and Emergency Services (DES) Coordinator Tom Kohley joined the meeting seeking Commissioner Blain’s signatures on the Dispatch Mapping Project Certificate of Completion and the Geospatial Information Services (GIS) Software Renewal Quotation. Kohley will purchase a trailer in the 2019-2020 fiscal year with remaining budget funds.

Newell presented discussion regarding modifying the Public Services Building to meet needs as presented by Brandi Mains of Beartooth Hospital. Discussion will continue at a future date.
