Commissioners Scott Miller, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Public Health Director Erin Cross met for purchase request approval for pickup repairs. Cross also presented a Statement of Work from Piedmont Research for ownership of data from childhood assessment; Commissioners approved the Statement of Work.
Human Resource Specialist Kate Asbury and Marsh McClennan representatives Matt Hardy and Abbey Wink met for a Health Insurance pre-renewal meeting. Hardy provided an overview of the program to date; loss ratio; renewal process; risk scoring for individuals and groups; demographic and claim records; and wellness program participation.
Human Resource Specialist Kate Asbury and Commissioners discussed the process for bringing in 3rd party medical providers, how those providers are selected, and concerns about the perception that services are being endorsed or provided under the umbrella of Public Health.
11:00 Bullock moved to approve employee time as submitted; Blain seconded; discussion of overtime allotments; motion carried.
Bullock moved to approve the Justice Court End of Period Disbursement for February 2024; Blain seconded; motion carried.
11:00 Bullock moved to approve the Certified Local Government Grant Agreement for Historic Preservation Services; Blain seconded; discussed what services are provided, services do not allow for gravel pit SHPO evaluations; motion carried.
Bullock moved to approve Resolution 2024-17 Authorize Submission of DNRC Renewable Resource Planning Grant Application and Commit Matching Funds for the Edgar Sewer Lagoon for $40,000; motion carried.
11:10 Bullock moved to approve Fuel Tax Certification of Roadway Miles; Blain seconded; motion carried.
Disaster and Emergency Services (DES) Coordinator Cyrina Allen and Floodplain Administrator Paige Dringman met to discuss Channel Migration Zoning mapping of East Rosebud starting at the lake.

The project would be 100% federally funded and the mapping study cannot be used as a regulatory document. Discussion of benefits and possible unintended effects to landowners. Commissioners would like to do a little more research and reach out to watershed groups for feedback.

1:00 Commissioners met with the Bridger Town Council to discuss the Town’s facilities needs and if any County support could be provided.
