8:30 Pledge of Allegiance
Mary Boyer and Ken Palmer from the Belfry Water and Sewer District met with Commissioners looking for history of the District’s creation of a 501(c)(4) nonprofit; Commissioner Prinkki did not have any knowledge of the nonprofit corporation’s creation and believes it was always the intent for the District to remain a sub-entity of the County.

9:00 Ken Coffin Forest District Ranger met with Commissioners to update them on Forest Service projects. DES Coord. / GIS Mgr. Tom Kohley was present. Ken has not heard anything from the Bureau of Indian Affairs regarding Pryor Mountain Road. 9:10 Carbon County News reporter Eleanor Guerrero joined the meeting. Ken noted the Greater Red Lodge project was withdrawn after a law suit was filed. The Forest Service is consulting with the Department of Fish Wildlife and Parks on lynx habitat issues and then plan to resubmit the project. The Forest plans on doing vegetation management and an aspen and white bark pine restoration project around Red Lodge Mountain. Commissioners informed Ken they have received a petition to adopt the East Rosebud Road as a county road.
Commissioner Prinkki moved to accept claims for March 2017 early check run; Commissioner Tucker seconded; motion carried.
10:00 DES Coord. / GIS Mgr. Tom Kohley and Sheriff Josh McQuillan met with Commissioners regarding radio system issues. Last night there were radio quality issues reported during test paging and later in the evening, a page to Joliet EMS was not received. Tom and Josh would like to start developing a contingency plan if issues with the Simulcast Radio system continue. Industrial Communications has been resetting repeaters multiple times per week to address synching issues. BlueWave needs to develop a software patch to address the synching issues; there is currently no time frame on when a patch will be available. Tom expressed concerns about the County’s liability exposure; he would like to have the system evaluated by a third-party to determine if Simulcast will ultimately be feasible for the county. Tom is concerned that Simulcast may not be the best solution for the County. Gallatin County abandoned its Simulcast project because of issues with terrain and overlapping repeaters. Commissioners approved Tom soliciting quotes for a third-party analysis.
10:30 Commissioner Prinkki moved to adopt Resolution 2017-03 Requesting a Mail Ballot Election for the 2017 Federal Special Election to Fill the Office of the United States Representative for Montana, Contingent upon Passage of SB305; Commissioner Tucker seconded; motion carried.
11:00 Jody Klessens met with Commissioners regarding the County purchasing a conveyer the Red Lodge Road Shop has been using. Commissioners agreed to purchase the conveyer.
