8:30 Pledge of Allegiance
Gordon Sirrine, Willis Herden, and Robert “Pits” DeArmond were present.
8:50 Sheriff Josh McQuillan met with Commissioners regarding a roof leak in the new Court House addition.
9:00 Commissioner Blain moved to appoint Dan Gainer to a three-year term to end 12/31/20 and Leon Baranko to a one-year term through 12/31/18 on the Red Lodge Cemetery District Board; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to appoint Melissa Oswald to the Fair Board for the remainder of Danny Mydland’s term to end 12/31/19; Commissioner Bullock seconded; motion carried.
Commissioner Blain moved to appoint Kevin Krook to the Weed Board for the remainder of Scott Blain’s term to end 12/31/18; Commissioner Bullock seconded; motion carried.
DES Coord. / GIS Mgr. Tom Kohley met with Commissioners regarding last night’s Local Emergency Planning Committee (LEPC) meeting. Commissioner Bullock suggested more frequent meetings in Bridger may be beneficial. Tom noted rural fire districts have raised concerns regarding declining volunteer participation.
9:30 Ken Karina met with Commissioners regarding his floodplain permit denial. Commissioners confirmed that the next stage for Mr. Karina is to appeal the Commissioners decision in District Court. Angela noted that if his project has changed, he could apply for a new permit.
10:00 Deputy County Attorney Shannon Foley and Contract Civil Attorney Jacque Papez met with Commissioners. Jacque noted the Burgens have requested an extension to respond to defendants’ motion to dismiss. Jacque has had a request from Industrial Communications’ insurer for copies of all contracts between Carbon County and Industrial related to the Simulcast radio communications system. Jacque emphasized in her conversation with Industrial’s insurer the County is prepared to enter litigation, but that attorney fees would apply. Shannon is working on the Interlocal Agreement with Big Horn County Wyoming regarding mutual aid; the Wyoming Attorney General had some changes for the agreement.
10:10 The meeting was closed to discuss a personnel issue in the Bridger Road Shop and to review sick leave grant requests.

10:30 The meeting was reopened. Commissioners and attorneys discussed abandoned cars at the rodeo grounds. Sheriff Josh McQuillan has asked if the Road Department could remove vehicles to reduce the department’s tow costs; County Attorneys were concerned having the Road Department perform towing functions could create liability for the County.
Commissioner Blain moved to extend the probationary period for Matt Lammiman as Bridger Road Forman for another 6 months; Commissioner Bullock seconded; motion carried.
