Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Jeff Krook met to discuss road dust control.
Disaster and Emergency Services (DES) Coordinator Cyrina Allen met to discuss sand bags; county stock has been significantly depleted. Bullock requested get smaller size than the current 50gal so they are more manageable. Allen presented surplus radio equipment list; Commissioners agreed to selling the majority of the items in a lot to get rid of it. Allen also presented a purchase request for the county portable radio cache which was approved.
Commissioners received correspondence from Maggie Brusven regarding what kinds of infrastructure and public facilities improvements are being contemplated for the local option marijuana tax if it passes. Bullock replied that items including roads, bridges, Court House, Administration Building, and other aging facilities will be considered in the County’s long-term facilities planning process.
Election Administrator Crystal Roascio met with Commissioners to update them on elections issues. Chip and Lisa Bennett have requested to observe the maintenance of the election machines; per Secretary of State that is not open to the public. Roascio noted ES&S will be here this afternoon to maintain the election machines and once this is done, another public test will be performed. She is awaiting a statement from ES&S regarding the broken warranty label.
Dave Ritter met with Commissioners to discuss items being dumped off Cherry Springs Road.
9:25 Miller provided a recount of the Council on Aging meeting yesterday with the County’s senior centers. Miller noted it was a good meeting and is looking at revising by-laws and getting back to regular meetings. Discussed State funding for meals (it is being cut); proposals to separate out Billings from the Area II Aging District; and ARPA Funding.
9:30 Red Lodge Mayor Kristen Cogswell met with Commissioners for her weekly appointment. Discussion included the renaissance fair and parking.
9:40 Ed and Beverly Draper met with Commissioners regarding the 7D subdivision; Jeremy Eaton at Engineering West requested, approval from the County for

roadway construction to start per DEQ regulations. Per Bullock’s conversation with Contract Planner Forrest Mandeville, the Plat with the road’s dimensions need to be presented to the Planning Board per the subdivision regulation process; Commissioners can not provide that approval without Planning Board review without compromising their quasi-judicial role in subdivision approvals.
10:00 County Attorney Alex Nixon met for his regular weekly meeting. Discussed draft On-Call Architect Services Agreement with the ARETE Group; Nixon is waiting for information to be filled into the fields of the AIA template..
Miller moved to approve Commissioners Proceedings for April 28, 2022; Blain seconded; motion carried.
