COMMISSIONERS’ PROCEEDINGS        

          May 28, 2015

          Commissioners Doug Tucker and John Grewell were present.

8:30 Pledge of Allegiance.

          Disaster and Emergency Services Coordinator Darrel Krum and Sheriff Josh McQuillan met with Commissioners to discuss the Bearcreek Hill radio tower site. The lease agreement with Ron Wolfe has been placed on the Commissioners’ June 8th agenda. Darrel presented Industrial Communications & Electronics’ proposal for the Bear Creek Hill Tower and Grounding project as part of the Simulcast System. Commissioner Grewell moved to accept Industrial’s proposal of $18,927.00 for the Bear Creek Hill Tower site; Commissioner Tucker seconded; motion carried.    

          9:15 County Attorney Alex Nixon met with Commissioners to discuss County Business.

          9:30 Road Superintendent Shawn Mains met with Commissioners regarding road maintenance. He is placing signs on Tuttle Lane alerting drivers on the highway that the road is a dead end.

          10:00 Steve Koontz met with Commissioners for gravel crushing and asphalt bid openings.

          Gravel Crushing Bids were received as follows: Fisher Sand and Gravel Co. – 1” Minus Dietz, Dykstra, and Tucker $7.85/CY; Purcell Sand and Gravel – 1” Minus Dietz $5.95, Dykstra $5.60, Tucker $5.85; Koontz Construction Inc. – 1” Dietz $6.00, Dykstra $5.75 , Tucker $6.00. Commissioner Grewell moved to accept Koontz Construction Inc.’s bid for crushed gravel as Purcell Sand and Gravel has not addressed past contract violations and Koontz had the next lowest bid; Commissioner Tucker seconded; motion carried.

          Asphalt Bids were received as follows: Knife River – 56th St. West location, B-Modified with PG 58-28 oil $54.00/ton and B-Modified with PG 64-22 oil $51.00/ton (250 ton minimum purchase); Fisher Industries – Billings/Laurel Pit location, B-Modified with PG 64-22 oil $51/ton. Commissioner Grewell moved to accept Fisher Industries’ bid as it is the same price at a shorter haul; Commissioner Tucker seconded; motion carried.

          Commissioner Grewell moved to approve Clerk & Recorder’s Records Disposal Request; Commissioner Tucker seconded; motion carried.

          10:30 Commissioner Grewell moved to accept contract renewal with GeoComm Inc. for the GeoLynx 911 System Support Renewal; Commissioner Tucker seconded; motion carried.

          Commissioner Grewell moved to accept contract for Task Order 16-07-5-01-005-0 with the Department of Public Health and Human Services for the Maternal Child Health Block Grant; Commissioner Tucker seconded; motion carried.

          11:00 Airport Board meeting. John Grewell moved to approve the April 9, 2015 meeting minutes; Lonnie seconded; motion carried

         1:00 Sheriff Josh McQuillan, County Attorney Alex Nixon, Joliet Mayor Harley Sorrells, Gary Gray, Robert Reed, and Fromberg Mayor Rich Anderson met with Commissioners regarding contracted public safety services for the Town of Joliet. Discussed proposed contract from the Town of Joliet and agreed that the agreement specifics need to be agreed upon before the language of the contract can be solidified. Also discussed dispatch costs, Town would like to pay half of the cost of the proposed dispatch costs because County would be dispatching its own officers. Commissioner Grewell does not agree that the dispatch services should be included in law enforcement services contract. Mayor and Council will bring details back to City Attorney for review.

         Commissioner Tucker moved to approve meeting minutes for April 30th, May 4th, and May 7th; Commissioner Grewell seconded; motion carried.

         Commissioner Tucker moved to accept Lease Agreement with the Department of Public Health and Human Services for State offices in the Carbon County Personal services building; Commissioner Grewell seconded; motion carried.

         Commissioner Grewell moved to waive the fairgrounds rental fee for Nip and Tuck; Commissioner Tucker seconded; motion carried.
