COMMISSIONERS’ PROCEEDINGS

Commissioners Doug Tucker, John Grewell, and John Prinkki were present.
8:30 Pledge of Allegiance.
Commissioner Tucker moved to accept meeting minutes as reviewed for April 13th and 16th, 2015; Commissioner Grewell seconded; motion carried.
Commissioner Tucker moved to accept District Court’s Fines and Fees Summary for April 2015; Commissioner Grewell seconded; motion carried.
Commissioner Tucker moved to accept Treasurers Cash Report for April 2015; Commissioner Grewell seconded; motion carried.
Road Superintendent Shawn Mains met with Commissioners regarding employment applications for the position opening in the Bridger Road Shop.
George Duke met with Commissioners regarding concerns with Weed Board. Commissioners directed Mr. Duke to contact the Bureau of Land Management as the particular project he is concerned about, is a grant project through the Bureau.
9:00 Traute Parrie and Jeff Stockwell from the Forest Service, Disaster and Emergency Services Coordinator Darrel Krum, and Rural Fire #7 Chief Tom Kuntz met with Commissioners; Derek Yeager DNRC participated by speaker phone. They discussed protocols for multijurisdictional fires and how to determine which agency is the lead.
10:25 Commissioner Prinkki updated the other Commissioners on the West Fork Road Project. Bid opening is scheduled for June 2nd with notice to proceed estimated to be issued July 23rd.
11:35 Clerk and Recorder Marcia Henigman met with Commissioners regarding mid-year salary increase request. Commissioner Grewell move to approve increase to 78% of the Clerk & Recorders salary; Commissioner Tucker seconded; motion carried.
Marcia also discussed the Records Preservation Fund budget and some of the projects she would like to pursue to take advantage of technological advancements for records preservation.
Commissioner Grewell moved to appoint Commissioner Tucker, Road Superintendent Shawn Mains, and Administrative Assistant Angela Newell as the selection committee for Bridger Road Dist. Position opening; Commissioner Prinkki seconded; motion carried.
3:30 Tom Kastelitz and Greg Jackson met with Commissioner Prinkki for the Montana Association of Counties (MACo) JPA/JPIA insurance renewals. Commissioner Grewell and Commissioner Tucker participated via phone. Carbon County’s premium will increase 1.58% for liability insurance. They also discussed jail standards and exclusion of use for any jail facility not established under Section 7. Trustee’s will discuss issue of using out of state facility at annual meeting and will work with the County to resolve issues should Park County Wyoming agree to enter into a contract for jail services.
Commissioner Grewell moved to renew insurance under the JPIA contract with MACo for fiscal year 2016 in the amount of $119,526; Commissioner Tucker seconded; motion carried.
