Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Blain noted he received verbal approval from Klamert to crush gravel at the Dietz Pit for the 2023-2024 Fiscal year at $1.25/yard.
Discussed brownfields grant funding and options for those funds to help with asbestos abatement.
9:00 Public Health Director Erin Cross met for her monthly update. Public Health Nurse Hailey DeMarios was in attendance. Cross discussed the programs that DPHHS funds and deems as essential – immunizations, maternal child health, and disease prevention and chronic disease interventions. Cross discussed various funding sources to maintain current staff. Bullock requested Cross to focus on the core functions of public health and better establish lanes for staff; he is concerned about continuing to expand and adjust the Department without the core functions being solidly established. Discussion of Clinic Nurse functions, need to backfill disease investigations until the staff is back from military leave. Commissioners encouraged Cross to focus on Schools and immunizations to not continue to expand positions with additional funding until those programs are well established.
11:00 Merrill Pfeifer, Bo Ewald, Gary Harem, and Jeff Wise were in attendance for an Airport Board meeting. Bullock moved to accept the quote from Billings Paving Service for Red Lodge Airport Patching; Ewald seconded; motion carried.
11:30 Sheriff Josh McQuillan met with Commissioners and presented the Community Corrections Program Coordinator position description. McQuillan noted his discussions with Alternatives regarding transitioning the alternatives program to the County. Discussed ordering and implementing the monitoring equipment, staffing proposed schedule, and alterations of the set schedule to avoid overtime for evening commitments. McQuillan noted he is working on establishing a referral process for residents of other counties so they can be monitored in their home counties by Alternatives. Bullock moved to approve the Community Corrections Program Coordinator Job Description and to advertise the approved position; Blain seconded; discussion about starting to advertise next week and the intent to start the position in June.
12:00 Board of Health Meeting. Dick Nolan, Stacie Warehime, Becky Frank, Public Health Director Erin Cross, Public Health Officer Cyrina Allen, Sanitarian Director Barbara Krizek, Sanitarian Jesse Gutierrez, Chris Giovetti, Lisa Giovetti, Sabina Giovetti, Shane Giovetti, Travis Hough, Andrew Hough, Keira Hill, Heidi Johnson, Edwin Halland, and Anne Gullion were present.
Bullock moved to approve the disposal of 13 acres of County owned land in Joliet and old Meeteetse Trail Bridge damaged in the 2022 flood; Blain seconded; motion carried.
1:05 Heather Cope and Shannon Chamberland met for the Property & Casualty Insurance renewal meeting. Provided overview of items affecting rates. There will be a 5% increase in the base rate for next year.
