Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.

9:00 Election Administrator Crystal Roascio met with Commissioners regarding the Primary Election polling place designations and election judge placements (attached). Blain moved to accept the judge designations and polling place locations as presented; Miller seconded; motion carried.
Discussed surplus property sale. Discussed using one of the auctioneers in Billings or doing an online auction.
10:30 Forrest Mandeville presented staff report for Brown Bear Inn Group 2 Development Permit – Variance Request from Setback Requirements. External improvements would require a variance because of the current building’s distance from the property line. Blain Having reviewed and considered the variance request, staff report, public comment, and all of the information presented, moved to approve the variance request with the finding’s conditions included in the project memorandum for the Manley Brown Bear Inn Group 2 Development Permit; Miller seconded; discussion about parking – Mandeville noted current sidewalk limits parking in the front of the building and addition should not have significant impacts to parking; motion carried.
11:00 Public Health Director Erin Cross met with Commissioners regarding Agreement with Katie Loveland and Loveland Consulting to update the Mental Health Sequential Intercept Model Map. Cross would like the update to reorient the focus away from the detention facility. Miller moved to approve the agreement; Bullock seconded; motion carried.
Blain moved to approve Commissioners Proceedings for April 14, 2022; Miller seconded; motion carried.
11:00 Disaster and Emergency Services (DES) Coordinator Cyrina Allen met with Commissioners for her monthly update. Allen reviewed her written report (attached). Allen noted the site evaluation for the Town of Bearcreek’s spring boxes has been delayed by weather. The Hazard Mitigation Grant application deadline has been extended to 9/1/2022. Allen has been in contact with Interstate Engineering, State DES, and the Town of Bearcreek to coordinate issues. Allen noted Carbon County can submit grant applications for other projects not in fire area; Allen wondered if Commissioners are interested in submitting for a project to address flooding around Two Mile Bridge. Bullock was concerned about setting precedent of the County fixing issues on private property; he also noted many of the homes are not primary residences. Discussed possibility of leveraging the Hazard Mitigation Grant for Joliet sewer ponds to address Rock Creek’s migration toward those ponds or protecting Granite road with some rip rap. FWP may be able to assist with the required 25% match. Allen noted mitigation to Meeteetse Trail would also be applicable. Radio system microwave upgrades are now waiting on power supply upgrades to the Court House. Discussion about State Radio system and long-range plan for that system and if/when County will jump on board. Allen noted significant increase in cost for trunk capable towers and the need to change radios for most of the rural fire districts to trunk capable devices.
