Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Dan Monahan met with Commissioner Bullock regarding an old section of West Fork Road that was abandoned when highway 212 was realigned.
9:00 Commissioner Bullock moved to cancel uncalled warrants as presented on the Outstanding Check Report of 4/2019 dated before 1/1/2018; Commissioner DeArmond seconded; motion carried. (list attached)
Commissioners discussed Health Saving Accounts for employees. Commissioner DeArmond moved to designate the Bank of Bridger for employee Health Savings Accounts; Commissioner Bullock seconded; motion carried.
Commissioner Bullock moved to approve commissioners’ proceedings from April 8th and 11th; Commissioner DeArmond seconded; motion carried.
9:30 Commissioners discussed the County Fee Schedule. Commissioner DeArmond moved to allow the County to require a bond for encroachment permits for the per foot fee over the 100 ft minimum; Commissioner Blain seconded; motion carried.
10:00 Sanitarian in Training Cortney Lynde met with Commissioners for her monthly update. They discussed the Fee Schedule for Sanitarian Reviews. Commissioner Bullock moved to approve Sanitarian Review Fee Schedule as amended; Commissioner DeArmond seconded; motion carried. Cortney noted she will be attending a soil conference in Bozeman at end of the month. The office is starting to get quite a few septic permit applications; Cortney will be performing her first inspection tomorrow. Noted has started to do vacation rental and restaurant inspections on her own. Training with Travis has been really good; he has been very responsive to questions.

10:30 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners for his monthly update (report attached). Tom also noted there will be an active shooter

presentation at the Red Lodge Senior Center May 30th. LEPC will have an active shooter table top exercise with Red Lodge Schools the second week of June.
12:00 Lunch

2:40 Commissioner DeArmond moved to approved Fair Board Request to give retiring Fair Board Secretary Anne Ballard a $100 gift card; Commissioner Bullock seconded; motion carried.
3:00 Sheriff Josh McQuillan, County Attorney Alex Nixon, Stillwater County Sheriff Chipp Kem, Commissioners Tyrel Hamilton and Mark Crago, and County Attorney Nancy Rohde met to discuss joint jail facilities. There was a discussion about each counties cost to transport prisoners and each counties’ concerns about fulfilling its statutory obligation for jail services going forward. Sheriff Josh McQuillan noted that contract jail options even two years ago were better than now. Commissioner Bullock noted Carbon is looking at the possibility of constructing a facility on the north end of county as it would be more accessible to surrounding counties. Commissioners were not sure of the size of the facility, but are thinking in the range of 60 – 80 beds. Sheriff Kem noted they average approximately 20 inmates per week and that is not including those that are not jailed that probably should be; Stillwater could probably use 30 beds on a regular basis. There was a discussion about what a cooperative project would look like. Both entities agreed it would be easiest for Carbon to build the facility and enter into an agreement with Stillwater for a minimum annual payment for a guaranteed number of beds with some sort of provision for consumer price index increases. There was a discussion regarding staffing and administration of a jail. Kem noted issues with staffing a jail and the cost of employees; he noted Yellowstone’s cost and difficulty finding employees. Commissioners discussed consulting with the County’s on-call architect to start the planning process. Alex noted may be good to include the Department of Corrections in design discussions to make sure they could contract with the County for State prisoner housing.
