Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Public Health Director Erin Cross met with Commissioners. Blain moved to approve the Emergency Operations Plan – Emergency Medical Countermeasure Annex Update; Bullock seconded; motion carried.
Blain moved to approve Reporting and invoicing for Q3 Task Orders for the Disease Intervention Specialist and Congregate Living Coordinators; Bullock seconded; motion carried.
9:30 Sanitarian Barbara Krizek met for the Environmental Health Preliminary Budget. Krizek proposed a post-probation wage increase for Guiterrez to 95% of the Elected Base Wage from his current 92.1%. Krizek would also like to increase Kane’s wage but is at the top of the current wage scale; Krizek noted Kane’s significant knowledge base and vital functions in the Department. Krizek also requested the addition of a Clerk 10 hours per week.
Bullock moved to accept the District Court Disbursement Detail for April; Miller seconded; motion carried.
Bullock moved to accept the Clerk and Recorder Monthly Deposit Reconciliation for April; Blain seconded; motion carried.
Bullock moved to accept the Treasurer Cash Report for April; Blain seconded; motion carried.
10:00 Belfry Neighbors Helping Neighbors members met with Commissioners. Discussed parking on County Roads (boats, campers, trucks); they were referred to the Sheriff for enforcement. The group requested weed control along Broadway “town entrance. They expressed safety concerns regarding only having one entrance to town. Miller has discussed this with the Department of Transportation; they are not agreeable to opening up the old highway approach. The Group discussed the need for “junk” to be cleaned up; they were again referred to the Sheriff for enforcement of the Junk Ordinance.
10:30 GIS Manager / Fire Warden Tom Kohley met with Commissioners for his monthly update. Kohley discussed Next Generation 911 changes and the implementation of a rubric to help manage fire protection for properties in the Wildland Urban Interface. Discussed Code enforcement.
11:00 Kohley met to discuss his budget. Discussed travel restrictions; Bullock noted the concern is both financial and limiting the public’s access to services. Commissioners would like to address and authorize travel on a case-by-case basis; they see the value of training. Kohley discussed the mapping tools that could be used for road asset and maintenance management he believes it could be especially useful for culvert placement/maintenance.
11:30 Clerk and Recorder Macque Bohleen met for to discuss the Hurtt – Variance Request from Setback Requirements for a lot in Belfry for the construction of a garage. Bullock moved to approve the variance request; Blain seconded; Bullock noted concerns from a recent group about crowding in Belfy and associated fire risk; Blain noted there was no public comment in opposition; motion carried.
Bullock moved to approve closed proceedings from March 21st. Blain seconded; motion carried.
12:00 lunch
1:00 Levi Van Buggenum and Tim Jager from the ARETE Design Group, Clerk of District Court Rochelle Loyning, Sheriff Josh McQuillan, and building Maintenance Coordinator Mike Schilz met to discuss the Scope of Work for the Cedarwood Villa remodel Preliminary Design. Jager presented a general overview of the phases of the project. Levi noted the need to better understand interdepartmental relationships to be able to map out space use and adjustments needed for space and shared resources (break rooms, storage, print copy rooms, etc.). June 6th there will be a kickoff meeting and ARETE will begin discussions with individual department heads to discuss specific needs.
