JoAnn Eder and Betsy Scanlin met with Commissioners for public comment to discuss the East Rosebud Road. JoAnn, a landowner on the road, has not granted a road easement through her property; she is hesitant to grant an easement unless the road will become a County Road. They requested a written response to a letter inquiring: what are the issues with the County maintaining the road, what is the basis for past maintenance and improvements, and if easements are granted will the road be designated as a county road. Betsy noted that she believes the road is unique from other roads because it is the only access to recreation opportunities at the lake, trailheads, and campgrounds. Commissioner Prinkki suggested that easements could be conditional upon the road becoming a county road, and landowners circulate a petition to designate it as a county road and to establish a road improvement district. Establishing a road improvement district would allow landowners to have more control over road maintenance and would make the road eligible to receive Federal Highway Access funds.
Sheriff Josh McQuillan met with Commissioners to discuss alternative locations for housing inmates. He and the Commissioners will be touring jail facilities in Miles City and Forsyth next Tuesday.
9:00 Marcia Henigman met with Commissioners to discuss what they would like to do with properties tax deeded on September 28th. Next week they will discuss options for personal property in Washoe and options for disposing of the structure that is in disrepair and uninhabitable. Properties in Bridger and North of Red Lodge will most likely be put up for auction.
Commissioner Grewell moved to enter into Temporary Construction Easement with Michael G. & Edward S. Steinmetz (owners) to access their property for the purpose of installing a temporary construction bypass for the reconstruction of the East Pryor Bridge Road; Commissioner Tucker seconded; motion carried.
10:00 Election Administrator Judy Christensen met with Commissioners for the Municipal Election Canvas. Commissioner Grewell moved to accept November 3, 2015 Election Canvas for: Town of Bridger; Town of Fromberg; Town of Bearcreek; Town of Joliet; City of Red Lodge Wards 1, 2, and 3; Roberts Water and Sewer District; and Belfry Water and Sewer District as presented; Commissioner Tucker seconded; motion carried.
Commissioner Grewell moved to approve Trish Eik and Rob Robinson as members of Joliet Fire District #1 Board of Trustees for three (3) year terms; Commissioner Tucker seconded; motion carried.
