COMMISSIONERS’ PROCEEDINGS

Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell, and Commissioners’ Secretary Barbara Daniel were present.
8:30 Pledge of Allegiance.
Commissioner Bullock noted he heard back from Stillwater County Commissioner Tyrell Hamilton regarding wind impact fees. They pass an annual resolution for what project wind impact fee funds will be spent on.
Commissioner Bullock noted he attended the Area II Area on Aging meeting yesterday. The Boyd Seniors are holding their Thanksgiving dinner today and Commissioners are invited to attend.
DES Coord. / Fire Warden Tom Kohley met with Commissioners regarding the Bridger radio tower site. Dunne Communications would be available Monday or Tuesday next week to erect and install the new radio tower equipment. Tom and Commissioners also discussed initiating an interlocal mutual aid agreement for medical services with Big Horn and Park County in Wyoming. Big Horn County WY is working with their County Attorney on a draft.
9:00 Commissioner Bullock moved to accept the bid from HardDrives Construction in the amount of $80,210.30 for the Ski Run Road Chip Seal project; Commissioner DeArmond seconded; motion carried.
Commissioner Blain noted the road that connects Highline Road and Stormitt Butte Road has historically been gated, but is a county road and provides the legal access to a property the road is named Catt Road, or Sauerwein Road, or Sauerwine Road and will need to be added to the County Road maps.
9:50 City of Red Lodge Public Works Director Jim Bushnell joined the meeting.
10:10 Deputy County Attorney Shannon Foley met with Commissioners for their regular time. They discussed a lease agreement for another wrestling club to use the Edgar Gruel Building at the Fairgrounds. Shannon discussed how the office will transition duties to the new Deputy County Attorney Michael Ellinghouse.
10:30 Red Lodge Mayor Bill Larson, City Council President Glory Mahan, Community Development Director James Caniglia, and Police Chief Jason Wells joined the meeting to discuss a detention facility land proposal. Mayor Larson noted they looked at various properties owned by the City.

The City may be willing to lease the land for nominal fee. Commissioners discussed how accepting those living in the Remington Ranch Subdivision may be to this location; Commissioner Bullock will reach out to the Home Owners Association. James noted zoning code does not allow buildings on the bench to be visible to town; the County may need a zoning variance if the building would be visible.
11:15 Commissioner Bullock moved to approve Carbon County Meeting Space Rental Agreement for all county office buildings; Commissioner DeArmond seconded; motion carried.
11:15 Commissioner DeArmond left the meeting to attend Beartooth Resource Conservation & Development meeting in Big Timber.

Commissioners discussed involving the citizen committee in detention facility site selection.
