Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
9:00 Newell confirmed that the appointment of Post-Election Audit Judges was done on September 15, 2022 when the rest of the judges were appointed and that the item on the agenda was a duplicate. Lisa Bennett was in attendance. Post-Election Audit Judges are Cathy Ritter, Betsy Scanlin, and Maria Jorgenson-Olson.
9:30 Commissioners participated in a conference call with Stillwater County Commissioners, Senator Danes, and Tory Kolkhorst (Danes’ Field Rep) regarding flood project permitting frustrations. Bullock noted the inconsistent messaging from Army Corps on various projects depending on the project location. Blain noted the multitude of permits needed for every project; he emphasizing that private landowners do not have the resources to navigate the confusing system. Blain stated that his primary request would be to allow native rock to be moved around in the waterways, as is done for head gate maintenance, to provide for deeper channels under bridges. Current rule requires Clean Water permitting and that the rock be removed from the creek and floodplain. 80% of 310 permit applications are to move rock around in the creek.
10:40 Blain moved to adopt Resolution 2022-23 in Support of Operation Green Light for Veterans; Miller seconded; motion carried.
Bullock moved to allocate the remaining ARPA Minimum Allocation Grant to a stormwater project at 2 Mile Bridge; Blain seconded; motion carried.
11:00 Miller moved to approve Sander Lease Agreement with Red Lodge Mountain; Blain seconded; motion carried.

1:30 Red Lodge Shop Salt Sand Shed kick off meeting. Present were: ARETE Design Group’s Architect Levi Van Buggenum and Project Manager Tim Jager; Interstate Engineering’s Regional President Brent Moore and Project Engineer Lane Thompson; and Structural Engineer Alfred Hendrickson. Jagger presented proposal; building material (metal), size of opening for equipment access, and whether or not a door is necessary.

Discussed preliminary review of Cedarwood Villa building; no significant concerns although roof will need some repairs and mechanical equipment is reaching end of life.
