Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed excavator replacement and creating an excavator replacement schedule for capital planning purposes.
10:00 Sheriff Josh McQuillan, Sanitarian Barbara Krizek, Geospatial Information Systems Coordinator / Fire Warden Tom Kohley, Human Resource Specialist Kate Asbury, and Contracted Planner Forrest Mandeville met with Commissioners to discuss code enforcement now that the Sheriff has received confirmation that the COPS grant was awarded and will have funding to add an officer. Discussion about process; all agreed the process should remain complaint driven, with the appropriate department following up on complaints with an investigation and notice letters to violators. If there is not resolution following that process the Officer can assist with getting documentation to the County Attorney so charges can be filed. Discussion about Code Enforcement software; the program is cloud based so will be accessible by all necessary staff. Discussion about possible redundancies in input into the Code Enforcement Software and the necessary documentation for the CJIN System. Discussion about initial input of complaints into the system and the Code Enforcement Officer’s role in the initial investigation (if law enforcement presence is requested). Commissioners approved the position to be advertised internally once the job description is finalized.

12:00 Lunch
1:00 Department Head meeting. Sanitarian Barbara Krizek, Geospatial Information Systems Coordinator / Fire Warden Tom Kohley, Disaster and Emergency Services (DES) Coordinator Cyrina Allen, Public Health Director Erin Cross, Treasurer/Superintendent of Schools Lori Lynde, Interim Clerk and Recorder Macque Bohleen, Extension Administrator Sheri Hatten, Weed District Coordinator Brian Ostwald, Justice of the Peace Kevin Nichols, Sheriff Josh McQuillan, Clerk of District Court Rochelle Loyning, Building Maintenance Coordinator Mike Schilz, and Human Resource Specialist Kate Asbury were in attendance. Newell discussed the need to setup vendors with accounts payable when possible to limit credit card purchases. Asbury reviewed Personnel Policy changes, Work Comp Return to Work Program, Employee Time Reporting, Health Insurance Request for Proposals. Commissioners discussed the purchase of Cedarwood Villa. Newell discussed the reconfiguration of the County website.
