Commissioners Scott Blain and Bill Bullock; Administrative Officer Angela Newell; Commissioners’ Secretary Barbara Krizek (tele-conference); and Gordon Sirrine (tele-conference) were present.
8:30 Pledge of Allegiance
Clerk and Recorder Christine Stovall and Election Administrator Macque Bohleen joined the meeting to discuss November General Election preparations. Commissioners will coordinate supplies and equipment with Tom Kohley. Beartooth Billings Clinic staff will volunteer in augmenting County janitors in providing COVID-19 sanitization. Discussion regarding sanitization supplies status and processes on Election Day. Because the County has over 8,000 registered voters, election staff may begin processing ballots early on October 29th.

Newell reported on her conversation with Spela Pavlick of Child & Family Services (CFS). Due to the Personal Services Building remodel to accommodate Public Health COVID-19 needs, CFS’s services will be impacted. Discussion regarding alternate possibilities for CFS to provide services elsewhere during the remodel for 2-3 months; Commissioners will offer the room used as the downstairs breakroom in the Administration building.
10:00 County Attorney Alex Nixon joined the meeting to report that he is working with the Town of Joliet’s legal representative to draft an Interlocal Agreement for the annexation of the proposed Detention Facility property; the agreement should be completed mid-November.
Commissioner Bullock moved to accept the Justice Court Disbursement Report for September 30, 2020; Commissioner Blain seconded; motion carried.
Commissioner Bullock moved to approve Commissioner Proceedings for October 6th and 8th of 2020; Commissioner Blain seconded; motion carried.
10:30 Commissioner Bullock moved to approve the Sand Truck Lease Renewal to Red Lodge Mountain; Commissioner Blain seconded; motion carried. Sirrine departed the meeting.

Discussion about Commissioner Bullock’s role as the Incident Commander with regard to COVID-19 compliance complaints. County Attorney Alex Nixon and Sheriff Josh McQuillan believe the nature of the complaints, and possible criminal penalties related to violations, make the complaint and investigation documents sensitive. They would prefer the Incident Management Team and individual commissioners not be involved in the complaint process. Contract Attorney Jacque Papez will assist Jason Mahoney with addressing COVID-19 complaints.
