COMMISSIONERS’ PROCEEDINGS       

          October 26, 2015

          Commissioners John Grewell and John Prinkki were present.

           8:30 Pledge of Allegiance.

          Commissioners Prinkki and Grewell attended a briefing on the Nez Perce National Historic Trail Management Plan in Edelweiss Tuesday, October 20th. The Management Plan will not affect private land and is not expected to have a significant impact on Carbon County.

          Commissioners received a letter from Diann Fischer Larson notifying them that she does not wish to be reappointed to the Planning Board when her term expires December 31, 2015.

          Commissioner Grewell moved to accept Justice Court’s End of Period Disbursement for September 2015; Commissioner Prinkki seconded; motion carried.

          Gordy Hill met with Commissioners regarding Bridger Cemetery land swap market analysis. The land going to the cemetery is worth quite a bit more than the land the cemetery is trading.

          Paul Pilatti met with Commissioners regarding his concerns with the Mangy Moose Subdivision. John Prinkki noted that these issues should be addressed, when all parties are present, at the public meeting where the Commissioners will consider the subdivision plat for preliminary approval.

          9:00 Nikki Bailey, Rochelle Loyning, Lori Lynde, Tom Kohley, Kevin Nichols, Brian Ostwald, Marcia Henigman, and Josh Juarez met with Commissioners for the Department Head meeting. They discussed the proposed Tobacco Free Campus policy, employee uniform allowances, notary changes, wellness screenings, and evaluations for information technology services provided by Morrison-Maierle Systems.

          10:00 Sheriff Josh McQuillan discussed inmate detention with Commissioners. There have been issues getting inmates into Bozeman as they are full more frequently. Josh suggested the County consider a possible third site for long term prisoners; Commissioner Prinkki will contact Custer and Rosebud counties.

          Josh also discussed adding a part time deputy to cover the roughly 24 hours per week that they have had to cover with reserve officers. It has become increasingly harder for the department to find reserve officers that are consistently available and it sometimes leaves the office short staffed. Josh believes the department and Carbon County would be better served by a permanent employee. Commissioners agreed to allow the addition of a part-time deputy sheriff as the wages are available in the current Public Safety budget and would be mostly offset by the reduced reserve hours.  

10:30 Commissioners discussed hosting a training session for County Boards with the MSU Local Government Center. The training would also be made available to school boards and boards in the various municipalities.
