Commissioners Scott Miller and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Commissioners discussed FEMA Inspections and frustrations with Army Corps’ lack of response to Daines office regarding their procedural guidelines for emergencies.
Carbon County News Reporter Denise Rivette met with Commissioner Miller regarding train derailment cleanup.
9:30 Red Lodge Mayor Cogswell was in attendance for her regular meeting. Discussed this evening’s flood meeting format and the City’s presentation at Tuesday’s Airport Board meeting.
10:00 County Attorney Alex Nixon and Contract Civil Deputy County Attorney Jacque Papez met with Commissioners for the regular meeting. Bullock moved to close the meeting to discuss litigation strategy in regards to the AWR case; Complaint, Petition for Immediate Injunctive Relief, Declaration, and Writ of Mandamus in regard to Lisa Bennett and Roy McKenzie vs. Crystal Roascio, Macque Bohleen, and Carbon County, and the officer involved fatalities; Miller seconded; motion carried.
10:30 Meeting reopened.
Bullock discussed City of Red Lodge presentation at Tuesday’s Airport meeting. Discussed Code violations at the Cast Away cabins and construction of a road approach without an approved permit. Nixon noted landowners have the ability to bring their own action. Bullock noted unpermitted approach was removed by his road crew. Nixon noted there appear to be historic violations of subdivision and platting act and an unpermitted campground.
Commissioners accepted the revised Sheriff Deputy/ Compliance/Code Enforcement Officer job description.
11:00 Town of Joliet called in to discuss American Rescue Plan Act Minimum Allocation Grant (ARPA MAG). Clerk Amber Foechterle and Jason Crawford from Triple Tree Engineering were present. Newell noted the ARPA MAG grant was originally approved for sewer extension to County property on the South side of Town. The County does not have plans for the property at this time and is considering liquidating it. With those unknowns up in the air, Commissioners discussed continuing to allocate funds to the greater Joliet project, but to reduce the scope of the project by eliminating the sewer extension. Crawford noted the funding would be used for other aspects of the project and alleviates some of Town’s funding requirements. Bullock noted if the County is not going to utilize the property, he is interested in recuperated costs associated with purchasing the property. Miller moved to reduce scope of work for Joliet ARPA MAG to eliminate the sewer line extension but continue to allocate the original $300,000 from the County’s MAG award for the larger sewer project; Bullock seconded; motion carried.
Commissioners discussed Tuesday’s agenda items as the meeting was canceled due to lack of quorum.
Miller moved to approve Sourcewell Cooperative Purchasing Agreement; Bullock seconded; motion carried.
Miller moved to approve Rural Fire Capacity Grant Agreement; Bullock seconded; motion carried.
Miller moved to approve the WIC Agreement with Riverstone Health; Bullock seconded; motion carried.
Miller moved to approve the Purchase Order for a 2019 John Deere 210GLC Excavator; Bullock seconded; discussion of equipment rental and FEMA Reimbursement; motion carried.
