Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance
Daniel Monahan met with Commissioners for public comment period. He owns property at the south edge of Red Lodge off West Fork Road. He had some questions regarding an old County Road right-of-way on his property.
8:40 Clerk and Recorder Christine Stovall joined the meeting. Christine confirmed the road right-of-way has never been abandoned, but Mr. Monahan still owns the ground which is in the Red Lodge City limits.
Commissioner Bullock noted he attended a meeting in Roberts last night regarding the unfinished highway project; there were roughly 50 people in attendance. Citizens expressed concerns regarding the lack of signage and issues navigating the unfinished roadway.
9:30 Commissioner DeArmond discussed road easements and routes for the Pryor Mountain Wind Farm truck traffic. The contractor is looking to change the proposed truck route to Quarry Road; the new route may interrupt truck traffic from the quarry and Montana Limestone would like them to take a different route.
Commissioners discussed detention facility planning. They would like hard figures comparing the cost over 20-years of building and operating a facility sized only for Carbon County vs the cost over 20-years of building and operating a larger facility with some of the operations and maintenance costs being subsidized by contracting entities.
10:00 Jacque Papez met with Commissioners. Regarding speed concerns in Roberts, Jacque suggested the Commissioners present the Roberts School Speed Zone Ordinance to the Department of Transportation if they need encouragement to post the reduced speed signs.
County Attorney Alex Nixon met with Commissioners for his regular meeting. He noted the initial restitution payment of $25,000 for the Strickland dogs has been received.
10:15 The meeting was closed to discuss a personnel issue.
10:30 The meeting was reopened.
Discussion regarding detention facility land selection. Concerns with Red Lodge site and subdivision covenants.

Commissioner Bullock moved to approve Resolution 2019-17 Road Maintenance Priority Policy; Commissioner DeArmond seconded; motion carried.
11:00 Department Head Meeting. Weed District Coordinator Brian Ostwald, DES Coordinator Tom Kohley, Sheriff Josh McQuillan, Clerk and Recorder Christine Stovall, Treasurer Lori Lynde, Sanitarian Cortney Lynde, Janitor Rick Martin, County Attorney Alex Nixon, Extension Agent Nikki Bailey, Clerk of District Court Rochelle Loyning, and Justice of the Peace Kevin Nichols were present. Brent Moore from Interstate Engineering was also present. Brent reviewed draft capital improvement plan documents. In the next two months he asked that department heads provide information to Interstate Engineering regarding future capital purchases. The hope is to have a draft document to release to the public in January so the final document can be adopted in March. Discussion included the Sick Leave Grant Policy revision, an update regarding detention facility planning, email migration to Office 365, employee parking, and orders for Reflex Protect.
