Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Accounts Payable Clerk Piney Helmuth and Building Maintenance Coordinator Mike Schilz met with Commissioners regarding the Northwestern Industrial Hygiene invoice for environmental testing in the Admin Building. Commissioners approved the invoice.
Blain discussed the surplus auction; items can be taken down anytime and need to be to Musser Bros. Inc. by mid-October for a November sale.
9:00 Sanitarian Barbara Krizek, Temp Sanitarian Scott Vandell, and Assistant Lori Kane met with commissioners for the Environmental Health Department’s monthly update. Krizek reviewed her written report (attached). Noted she is having difficulty getting a signature from State DEQ to get the contract with Spry authorized. Vandell noted sort-Term Rental inspections continue to have high volume. Focused on retail licensing to meet inspections requirements for DEQ reimbursements. Krizek reviewed various complaint issues. Discussed inventory transfer, office space, and relocation of files to work room to make space for staff. Miller requested try to leave door open more regularly so public knows the office is open, discussion about the noise in the hall on Driver examiner days that may necessitate the door being closed.
10:00 Geospatial Information Systems Coordinator / Fire Warden Tom Kohley met with Commissioners to discuss Fire Management Assistant Grant (FMAG) Application. Kohley would like to apply for a fuel reduction / defensible space and logging project at Red Lodge Mountain and has the support of Jeff Schmidt. The Robertson Draw Fire Emergency Declaration gave Carbon County priority on funding under the program. FMAG requires a 25% match ($118,00 on the $453,000 project). The match is expected to be mostly covered by in-kind efforts from hand crews ($90,000); DNRC Forrester, Fire Warden, Schmidt, and crew Supervisor time could be used to cover the remaining match (in-kind staff time are budgeted wages for each entity). Kohley does not anticipate the removed fuels will have any value, but can be used in the Mountain’s biomass incinerator or donated to the Red Lodge Area Community Foundation’s firewood program. Miller moved to approve FMAG Grant Application; Blain seconded; motion carried. Discussed fuel mitigation projects in other Counties and various funding sources; Miller will provide contact information to Kohley.

10:30 Kohley and Disaster and Emergency Services Coordinator Cyrina Allen met for theirs monthly update. Kohley reviewed his written report (attached). The State has awarded a bid to evaluate Next Generation 911 address validation systems. Kohley is working on a GIS Database with Red Lodge Rural Fire 7 to catalogue all rural hydrants and surface water sources that were provided to comply with subdivision fire regulations; Kohley noted ponds setup as water source require too much maintenance to be functional. Discussed Personal Services Building security camera system; Commissioners budgeted $6,700 for the project, but would like to hold off until they have finalized the purchase of Cedarwood Villa. Allen provided updates from last month’s report. FEMA will be here all week, and the debris assessment team will be reviewing priority debris removal locations. FEMA and Army Corps will also be here tomorrow to prioritize Public Assistance Inventory projects.
11:20 Blain moved to Adopt Resolution 2022-22 an Amended Code of the West as it Applies to Carbon County; Miller seconded; motion carried.
Miller moved to adopt Commissioners Proceedings September 1st and 6th with corrections; Blain seconded; motion carried.
Miller moved to accept the September monthly reports as follows: Treasurer Cash Report, District Court End of Period Disbursement, Clerk and Recorder Monthly Deposit Reconciliation; Blain seconded; motion carried.
